Welcome. Meeting called to order at 7:30. 39 people in attendance, plus 2 officers and 4 speakers.

Westover Police Division Crime Stats given by Officer Lim and Officer Hairston
?• 600 and 1600 block of Woodlawn- A/C units stolen
?• 4800 block of Wedgewood- mail stolen out of mailbox
?• 5400 block of Wedgewood- money stolen from house. Known suspect
?• 4800 block of Gilmore- attempted breaking and entering. Nothing taken
?• 4500 block of Bradbury- larceny from vehicle.
?• 5400 block of Glenham- jewelry stolen from house. Someone was at the house to give an estimate for repairs and theft occurred.

Message from Councilmen Dulin. He Thanks everyone for their help with his yard signs and said he would see us at some of our meetings over the summer. He said give everyone his best.

?• When you are at an intersection, be sure to check both ways for a train. They can come from either direction

Queens Sports Complex Update
Update:
Construction is on hold while Queens redesigns the proposed Field House and Pressbox for the Championship Field (lacrosse field). The University plans to start construction this summer on the underground water & sewer service and the parking lot.

National Night Out Matching Grant
We were approved for our Matching Grant. President Doss signed the contract Thursday evening May 8th. Our grant was approved in the amount of $2,451.36. The process requires detailed records to be kept and monthly reports turned in by the 5th of each month. As of Thursday evening May 8th, 2008 all the work we do as a community toward NNO 2008, 8/5/08, will count toward our required volunteer hours. As we work on the required task volunteers will need to state what jobs they performed and the number of hours. They will then need to sign off on the time sheet.

Quality of Life Study area 196 Closeburn / Glenkirk
Cynthia Woods mentioned to President Doss after the Grant Signing that she had two applications for the NSA Closeburn / Glenkirk, Neighborhood Statistical Area, Quality of Life Study name change area 196. Madison Park had turned in their application with the name Montclaire / Madison Park for area 196. As some of you will recall we voted last year to change the name to Montclaire / Madison Park until we are able to get the 250 homes on the South Side of Tyvola included in the Quality of Life Study called Madison Park which is area 197. (Refer to minutes online 4/07 & 5/07). We have been told the earliest we could attain the boundary correction goal would be in 2010. Montclaire apparently turned in an application and used their name and two names of people not recognized as Presidents that live in the area of Closeburn / Glenkirk that are not even organized neighborhood leaders just individuals. President Doss has reiterated to Neighborhood Development that we told Montclaire unless our name was included, or until we can change the border on the Madison Park study area 197 that we will keep the name the same. Apparently the person that was doing the job at Neighborhood Development that included deciding the name change applications has left Neighborhood Development leaving Cynthia Woods to follow up on the unfinished open business. President Doss noted he had read online in the Montclaire minutes in July 07 that the City was favorable looking at changing the name to Montclaire. President Doss stated his objections again to Stanley Watkins over Neighborhood Development when he heard this news last fall. President Doss then questioned Montclaire VP Nancy Mosier Dehart on the details of how they planned to change it without the signature of the second largest neighborhood in the area. Signatures of all Presidents in the study area are required to change a name.

One of our concerns would be that Montclaire properties sell for less than Madison Park homes and we would not wish to devalue our homes. It would also be confusing to residents to live in a study area called Montclaire, yet have properties deeded Madison Park. Currently most residents on the South Side of Tyvola know where the cut off is for the area. Both Montclaire and Madison Park have online maps showing the boundaries. Madison Park covers Farmbrook, Wedgewood, and Seacroft down to Chedworth. All of Valley Forge, Fairbanks, and Faircrest are Madison Park. On Londonderry Road we go down just past Kentland. Hopefully the city will speed up the time frame to change the boundary and then Montclaire can call the area what ever they wish. President Doss had complained about the boundary error many years ago as early as 2003 to City Council. The last thing President Doss heard from Montclaire in the spring of 2007 is their board would discuss and get back to Madison Park on the name change. We never were contacted about the matter again with a final response. The city does not restrict names or have strict rules on how names are chosen. Mr. Watkins has stated we can call it whatever we like as long as we agree on the name. The main reason to change the name at all is to select something that is identifiable to the area.

Madison Park Lunch in the Park 5/17/08 Noon to 4
Join us this Saturday from noon to 4 at Picnic shelter number 1 at Park Road Park. We will be grilling hamburgers and hot dogs. Park & Recreation will be providing the drinks, ice, and paper products for our picnic. Bring some type of dessert and join your neighbors at this fun annual event. Thanks to Candy Bridges for securing the shelter for us again this year. Invite a neighbor to join you at our picnic. Everyone living in our community is invited to attend.

We removed a few illegal signs during our clean up. City of Charlotte has recently increased the fines for illegal signs. Fines now start out at 100 dollars a violation and quickly move up to 1000 dollars. Each sign is a violation.

These fines even apply to lost and found pet signs and yard sale signs. Feel free to use our web site discussion page to promote lost and found pets and yard sales. All you need is a user name to post on our discussion page. If you would like to put an event on our calendar you are welcome to post on the calendar. If you can?’t get the calendar to post for you send us the info and we will be happy to do it for you.

Sec. 10-212. Signs within public rights-of-way and on public property.
(a) Restricted. It shall be unlawful for any person to attach, place, paint, write, stamp or paste any sign, handbill, advertisement or other matter within 11 feet of the edge of the pavement of any road, roadway, street, or alley, or within any public rights-of-way as defined in section 10-32, or upon any post, pole, tree, tree stake or guard, shrub, fire hydrant, or upon anything else within 11 feet of the edge of the public rights-of-way or upon any bridge or overpass within the city limits or upon other public property including, but not limited to, traffic medians, except as provided in subsection (b).
(b) Exceptions. This section shall not apply to the following signs:
(1) Signs regulating traffic.
(2) Signs required to be posted by law.
(3) Warning signs and no trespassing signs.
(4) Signs indicating bus stops, taxi stands and similar transportation facilities.
(5) Signs not exceeding four square feet in area giving information concerning the location or use of accessory off-street parking facilities or loading and unloading facilities.
(6) Signs established by governmental agencies.
(7) Signs permitted by the state board of transportation along state-mandated streets. Proof of permission must be shown upon request.
(8) Nothing in this section shall apply to the painting of house numbers on curbs done with the prior approval of the engineering department.
(9) Nothing in this section shall apply to the installation of a plaque, plate, statue, or monument on public property with the approval of the city council.
(c) Responsible person. The person responsible for any signs, handbills or advertisements in violation of subsection (a) is defined as follows:
(1) In the case of a sign, handbill, or advertisement advertising a service, product, dwelling, or event: the person, business, company, or other entity hosting or organizing the event advertised or selling the services, dwellings, products, or events advertised, or the person, business, company or other entity responsible for attaching, placing, painting, writing, stamping or pasting any sign, handbill, or advertisement shall be deemed the responsible person. That is, unless such person, business, company, or other entity notifies the code enforcement division manager of another person, business, company, or other entity who is responsible. In such case the person shall provide the name, address, and signed consent of such other responsible person, business, company, or other entity within seven calendar days after a citation is issued.
(2) In the case of a campaign sign for political office, the individual whose candidacy the sign supports shall be deemed the responsible person for posting campaign signs, unless he or she notifies the code enforcement division manager of another person, business, company, or other entity who is responsible, in the manner described in subsection (1). The code enforcement division manager may determine that the responsible person under this section is a committee or group supporting the individual candidate and affiliated with the individual candidate.
(3) In the case of a campaign sign regarding a ballot measure, the president or chief officer of the committee or group supporting or opposing such ballot measure shall be deemed the person responsible for posting campaign signs, unless he or she first notifies the code enforcement division manager of another person, business, company, or other entity who is responsible, in the manner described in subsection (1).
(4) In the case of any other sign, handbill or advertisement not described in subsections (1)--(3), the responsible person shall be deemed to be the person, business, company, or other entity who is named on the sign, handbill, or advertisement, or whose phone number, web site address, physical address, or electronic mail ("e-mail") address appears on the sign, handbill, or advertisement, unless such person, business, company, or other entity notifies the code enforcement division manager of another person, business, company, or other entity who is responsible, in the manner described in subsection (1).
(d) Removal of signs. In addition to the enforcement described above, neighborhood development code enforcement division personnel or their designees shall have the authority to summarily remove any notice, sign, or written material found in violation of this section.
(e) Penalty. Violation of this section shall subject the responsible person who placed the signs, handbills, advertisements or other matter or caused them to be placed (in accordance with subsection (c)) to a civil penalty as follows:
For the first through fifth violations by the responsible person, $100.00 per sign, handbill, advertisement or other matter in violation;
For the sixth through tenth violations by the responsible person, $500.00 per sign, handbill, advertisement or other matter in violation; and
For eleventh and all future violations by the responsible person, $1,000.00 per sign, handbill, advertisement or other matter in violation.
The issuance of citations shall be in accordance with section 10-65. If a violator has removed the sign, handbill, advertisement or other matter within seven days of receipt of a citation, then the neighborhood development code enforcement division shall have the authority to declare the citation null and void. In addition, any person shall be subject to all applicable punishment, penalties, and equitable relief provided for in G.S. 160A-175. However, a violation of any provision of this section shall not constitute an infraction or misdemeanor punishable under G.S. 14-4. Each and every violation shall constitute a separate and distinct offense. It is not a violation of this section for any person to remove an illegally placed sign, handbill, advertisement or other matter which is in violation of this section.

Lamar Gunter talked about the Rotary Club fundraiser that will be held at the Symphony Park at South Park on June 21. There will be live music from noon-8pm. The Rotary Club will be selling refreshments and t-shirts. Money raised will go to the Levine Children?’s Hospital
