The Feb. 14th Meeting was called to order at 7:31 by President Martin Doss.

CRIME ISSUES:

Westover Division - Officer Hariston (From December, 2004)

1. 4816 Lamont Dr. - Car break-in through the rear window
2. 1325 Drexmore Ave. - Stolen license plate
3. 4938 White Oak - Larceny from Auto
4. 326 Seneca - Residential burglary
5. 4601 Longwood - Residential burglary
6. 5301 Furman Pl - Vandalism to Vehicle (cut spark plug wire)
7. 5311 Furman Pl - Residential burglary
8. 4711 Gilmore - Vandalism to vehicle
9. 5635 Wedgewood - Residential burglary - broke in front window
10. 5745 Wedgewood - DRUGS & DRUG PARAPHERNALIA FOUND - home is owner

South Division - Officer Monroe (From January, 2005)

1. 5408 Farmbrook Dr. - Vandalism, broke side window on vehicle
2. 5522 Chedworth Dr. - Broken vehicle window, possibly BB gun
3. 5801 Farmbrook Dr. - Burglary, break-in at Montclaire school trailer,
suspect juveniles

THE BLUFF COMPLEX on Woodlawn Road

The Boulevard Co. is a multi-family developer which has a contract to
purchase the Unity Church land located at 1040 East Woodlawn Rd. Their plan
is to build a 66 unit condo project and call it THE BLUFF. These condos will
all be 2 bedrooms, 2 baths, 970 square feet, and will retail for $125,000 to
$150,000. Each building will be 3 stories high and include 6 condo units.
There will be 11 buildings total. They expect to begin construction in the
late fall, 2005, and finish the 1st phase in late spring or summer of 2006.
Current zoning where these units will be built is R17 which is adequate for
this project.

CONCERNS WERE RAISED ABOUT:
1. CONSTRUCTION TRAFFIC - There is one open lot off of Brockbank leading
into the project site. Rodney said they will make a concerted effort to get
the larger grading trucks to use Woodlawn. Other construction trades coming
to the jobsite in smaller trucks will use the Brockbank entrance during
construction.

This lot is zoned R4 and doesn't support a parking lot. There will be no
vehicular traffic into the neighborhood once the construction is complete.

2. CONDO-OWNER PARKING - There will be 1.5 parking spaces allotted to each
unit. The ordinance is 1 per unit. They expect the market for these homes to
be mostly single, first-time homebuyers who may use the 2nd bedroom for an
office or empty-nesters who don't want yard work. They've tried to maximize
the # of parking spaces and feel the allotted parking is more than adequate.
They DO NOT expect residents to park on Brockbank or on other streets in our
neighborhood.

3. MANAGEMENT OF THE DEVELOPMENT & GROUNDS - A condo owners association
will be formed. When these units are sold, each homeowner will sign a public
offering statement which includes the covenants and restrictions to be
followed. Dues will be $120 - $175 each month to cover water, sewer, lawn
care, pest control, accounting fees for the Management Company, etc.

4. STORM WATER DRAINAGE - The Little Hope Creek overflows! Rodney says
their project will actually improve runoff because asphalt will be removed
where the current parking lot exists and no detention will be needed for
drainage. Little Hope Creek has a 50 foot swim buffer for storm water.
Silt going into the creek is regulated.

5. RENTAL POTENTIAL - The Company requires an increase in the earnest money
deposit for investors. Rodney expects our property values to be positively
affected from this development. He does not expect many of these units to be
sold to investors - approximately 80 - 85% should be 1st time home buyers.

OTHER TRAFFIC ISSUES IN OUR NEIGHBORHOOD:
-LEFT TURN phases needed on Old Pineville Rd. There have been complaints
about Bourbon Street being closed to through traffic. Grover St. will open
with a traffic light in the future. CDOT Charlotte Department of Transportation is aware of the complaints as well as CATS Charlotte Area Transportation System. These problems should be corrected with the completion of the light rail in 2007.

-Light Rail plans are for the rail to run down the middle of South Blvd starting at Scaley Bark to Clanton Road. Traffic Officer Greg Collins of the Westover Division suggests avoiding driving on South Blvd. as much as possible due to construction over the next couple of years. There already is a high rate of traffic accidents on South Blvd.

-MONTFORD was studied for 4-way stop signs. The required traffic count is
1000 autos per day. For the 3 days studied, the traffics counts were 987,
994 and 993; so officers doubted the signs would be installed. No 3-way
stop signs are being installed now - only 4-way stops will be installed in
the future.


OTHER NEIGHBORHOOD NEWS:
-RACIAL HARASSMENT INCIDENT - It was brought up that a family in our
neighborhood had received a threatening note in their mailbox. The family also felt they had not been treated equal to other residents. Things such as people not returning greetings and switching sides of the streets while out walking. A neighbor wrote a letter on behalf of this family & distributed it to nearby neighbors. The purpose of the neighbor writing the letter was to make Madison Park residents aware this took place in our community. The Charlotte Police reviewed the letter before it was distributed at the letter writer?’s expense via the postal service. The initial incident was very unfortunate and uncalled for. President Martin Doss had encouraged the letter writer to invite the family to our HOA monthly meetings and to apologize to the family for the problems they have faced the last couple of months. The police were alerted to the note the African American family received in their mailbox. The family has now moved out of our community.
A couple of members that received the neighbor?’s letter thought the tone of the letter this person wrote was threatening. They also were upset that the letter writer sent the letter anonymous. Once again the purpose of the letter was to alert the community to what had happen. The letter writer and the family felt they know who placed the letter in their box that said "They were not wanted in the neighborhood". The neighbor who wrote the letter did threaten to expose the person who did this to the community if the harassment continued for the family. Madison Park hopes that nothing along these lines occurs in the future. Madison Park is a very diverse neighborhood/community and welcomes all to our community.

-NEIGHBORHOOD SYMPOSIUM - Scheduled to be held Saturday, March 12. 9:00 am until 3:00. You can register for a full day which includes lunch or take the morning sessions only. The
deadline for registering is Feb. 28 and you can register online. Visit the

The symposium is FREE and the information presented is very valuable.

-QUEENS UNIVERSITY SPORTS COMPLEX - The ground breaking took place on
Jan. 28. Construction is scheduled to begin on Phase 1 within the next
couple of weeks. Phases two and three will need an additional 7 million
dollars in donations. Marty mentioned there was some concern about the
buffer which is supposed to be 30 feet but is now down to 10 feet in some
spots this was according to information received from Dan Carrigan. There are planned retaining walls scheduled in the 2 & 3 phases of the project but none in the 1st phase.

CDOT installed the Deer Crossing signs which had been requested by President Martin Doss on Tyvola Road due to deer living in the Marion Diehl Park and behind Park Road Park.

-PINEWOOD SCHOOL - The new building is now occupied. The dirt mound in
back will stay until the old school is torn down. Then athletic fields will
be built and they will need this dirt. Sharon Elementary is scheduled to
occupy the old building until their school renovations are complete.
The rose garden at the school will be moved. Also, a sidewalk must be
built from the school driveway down to Wedgewood.

-THE GARDEN CLUB - No meeting for February. MARCH 16 is the next
scheduled meeting. Stay tuned to the website for the location and topic.

-TREASURY REPORT - For 2005 we have 50 paid members and a balance of
$268.77 as of 1/31/05. We purchased 50 new signs for our meetings to be
displayed throughout the neighborhood. We have approximately 150 members
registered. Dues are only $10 per family annually.

March 14th 2005 Schedule Speaker is Jennifer Lafortune of the Charlotte Mecklenburg Police Departments ID Theft Unit. She will be making a very interesting presentation on ID THEFT. Identity Theft is one of the fastest growing crimes today.
