Meetings always the 2nd Monday of each month.

Martin Doss, President, call the meeting to order at 7:30 p.m.
There were 34 attendees, 2 City Inspectors and 2 Police Officers.

CRIME STATISTICS AND ISSUES:

Westover Division - Officer Hariston (From February, 2005)

1. 854 Woodlawn Rd. - Breaking & Entering, vacant rental house. Suspect
homeless person.
2. 900 E. Woodlawn Rd. - Trespassing, breaking & entering a vacant rental
3. 536 E. Woodlawn Rd. - Unauthorized use of car
4. 836 E. Woodlawn Rd. - Breaking & Entering
5. 2225 Tyvola Rd. - Larceny from vehicle
6. 542 Seneca Pl. - Larceny (took purse)
7. 1711 Tyvola Rd. - Breaking & Entering, elderly female opened door to
man who gave an
excuse that he was at wrong house. She suspected his intention was to rob
her.
8. 4848 Gilmore Dr. - Auto theft; car was unlocked & keys were hidden
inside the vehicle

Officer Hariston talked about NATIONAL NIGHT OUT coming up August 2nd. This
event will encourage neighborhoods to come together. More info is coming.
Debra Campbell volunteered to be the chairperson for this event.

South Division - Officer Monroe (From March, 2005)

1. 1600 Tamworth - Auto Theft, vehicle stolen on 3/21, recovered on 3/22
2. 1700 Tamworth - Japanese maple pulled from yard. Possibly a juvenile.
(Damage to property)
3. 5200 Seacroft - Damage to property. Car windows smashed, car parked
on street
4. 5800 Farmbrook - Juvenile Assault at Montclaire School


COMMUNITY WATCH PROGRAM - Debra Campbell and Leslie Michaels have agreed
to take over the Crime Watch petition drives for the 2005 Season. Please
help them collect names for your block.....better yet two or three blocks or
even your entire road. We need to get these signs up. The number of
break-ins has increased over the last few months. Even with or without signs
WE MUST ALL DO OUR PART AND WATCH OUT FOR SUSPICIOUS ACTIVITY. Its better to
be safe than sorry. Lets wipe crime out in Madison Park for good. By
collecting names you will help all of Madison Park gain Neighborhood Watch

CITY CODE ENFORCEMENT

Problems with tall grass and junk in yards have been coming up more
frequently in our neighborhood. Homeowners are required to maintain their
home and property. George explained that he has a team of 6 inspectors to
cover code enforcement for the entire city. Two of these inspectors are
Latinos. Chapter 11 of the City Ordinance covers the housing code. There
are 5 ways a home inspection can occur for code violations:

1. 5 residents must sign a petition to request a home be inspected.

2. Contact a police officer about a particular home

3. House fire will generate an inspection.

4. Relocation of a tenant may generate an inspection.

5. Field observation by an inspector - if an inspector rides by a home
where he notices possible code violations.


Chapter 10 of the City Ordinance covers the Health & Sanitation Code.
ROLL OUT CONTAINERS can be put out the day before pick-up and left out up to
midnight on your collection day. If your roll out container stays out in
your front yard and someone complains, you first get a warning. Then it's a
$50 fine if the problem persists.

BULKY ITEMS - You must remove any nails from boards or building materials.
Bulky items are items such as household furnishings, household appliances,
mattresses, box springs, lawn equipment, and similar household items too
large to be placed in the rollout garbage container. Schedule a pick-up for
these by calling: 704-336-2673. Don't put them out at the curb until after
scheduling a collection.

YARD WASTE - Limbs must be cut to the proper length - no longer than 5'
long. Place in small piles measuring 4' X 5' X 4' at curbside no earlier
than the day prior to your scheduled collection day.

VEHICLES with a license tag can be towed if it sits on the street. A
property can have only 1 unlicensed vehicle on it & it must be covered. No
parking in front yard on lawn.

TALL GRASS & WEEDS - Grass in excess of 12" is a code violation.

OTHER NEIGHBORHOOD NEWS:

-UPDATE ON QUEENS GRADING AT MARION DIEHL
Tom Miller who lives on Keystone expressed concern over the clear-cutting
going on over the past week on the Marion Diehl land. He has reviewed the
plans which do show clear-cutting to within 30' of the creek and a large
concrete catch basin for water run-off will be located right behind
Wedgewood Baptist Church. The plans also include putting retaining walls up
during phase 2 of the building process. We need additional and up-to-date
information on these new details including:

- the problem of clear-cutting the trees with no specific plans for
landscaping until after phase 3 has been completed. There is no timeframe
for completion of phase 3 so this would leave the landscaping barren &
create a run-off problem.

- run-off of sediment into the creek from the clear-cutting.

- 5-K walking trail. The initial plan was to have the trail meandering
through the trees. Now it appears that it will be wide and covered with pea
gravel with no trees.

-TURN PHASE AT OLD PINEVILLE - Martin Doss gave an update on this turn phase
at Old Pineville and Archdale. The city does not think enough cars are
hindered from making a left turn currently due to the fact that oncoming
traffic heading North on Old Pineville is light. CDOT did adjust the light
on South Blvd. to allow more cars to pass through that intersection at a
time.

-FLASHING CAUTION LIGHT AT SMITH LANGUAGE ACADEMY - CDOT seems determined to
remove the cross walk and flashing light. They have agreed to leave the
infrastructure in case the need arises to replace the cross walk in the
future. To help with residents on the South Side of Tyvola Rd. trying to
exit going west on Tyvola, CDOT has agreed to study the need for a light and
crosswalk at either Londonderry and Tyvola or Seacroft Rd. & Tyvola. They
do plan to put in a pedestrian crosswalk at Wedgewood & Tyvola. Updated
information on this will be provided at a future meeting.


-BAKER STREET CUT-THROUGH - A neighborhood resident expressed concern that
traffic cuts through on Baker between Tyvola and Seneca at break-neck
speeds. She feels a 4-way stop at Baker & Cooper would help this problem.
Martin Doss said he would look into this.


-GARDEN CLUB - Needs new members. Next Monday, April 18, at 7:00 p.m.
will be the next meeting at Candice Armstrong's home: 815 Fairbanks Dr.
This is a PLANT SWAP.


-TREASURY REPORT - Dee McCandlish reported that we have 61 paid members
and $336.71 in the bank. Dues are $10 per calendar year per family.


-SURGUARD STORAGE (property located at Seneca & Park Rds.) - It was
reported that plans have been submitted to the City's engineering dept. for
approval. This will be a self-storage facility on Park Rd. Work is expected
to begin within the next month.
