NO CMS BUS SIGNS ON BURNLEY
CDOT was unaware of the signs. President Doss learned from the Principal at Smith Language Academy they were put up by CMS after a resident on Burnley complained every year for 4 years about buses coming down that stretch of Burnley. The routing & scheduling specialist for CMS, Suzanne Harkey, replied in details that the supervisors had told the bus drivers to not go down Burnley. They continued so CMS made signs and installed them on Burnley. CMS is not allowed to install signs off CMS property. CDOT said they would never install signs on backs of stop signs. These signs were determined to be illegally placed in the right a way. There were 2 signs on backs of stops and 1 under a yield.
Feb 19, 2007
Mr. Doss, I am writing to advise you that the decision has been made this morning for CMS to remove the signs we recently installed on the 800 ?– 954 segment of Burnley Road and we will reopen this segment of road for buses to travel. We will continue to make every attempt to keep drivers not actually routed on this segment from using this as a cut through. Please share this with your residents. Sincerely, Suzanne Harkey

You can mail a check to Dee McCandlish at 812 Fairbanks Drive, Charlotte NC 28210.

Meeting Yard Signs
We will try and do a better job of getting out a reminder of the upcoming meetings and also as a reminder to put out your yard signs if you have one. We have not sent out reminders the last two months since Debra Campbell has had computer problems. We heard feedback last month that people did not see signs and had forgotten about the meetings. We have over 50 signs and 1 large banner. We have at least one sign on all roads, and some have more than one. Hopefully the reminder will help jog our resident?’s memories.

1900 Tyvola Cable Box
Susie Chan, owner, stopped President Doss on Friday the 9th of March to tell him that the cable company had requested in exchange for payment that they be allowed to place a five foot cable box on the corner of their lot. She asked Marty to make sure this was allowed. Linda Poissant, the Engineering Services Supervisor for the Right-of-Way Management Section of the Charlotte Department of Transportation e-mailed and said that ?“Time Warner Cable is not permitted to place controller cabinets within the City rights-of-way. What they are discussing with your neighbor is an easement on her property for this item. The controller cabinet placed at any corner must be outside of the sight triangle 35x35 so not to impact vehicular sight while pulling out of the street. They are aware of the guidelines. Time Warner obtains encroachment agreements and goes through full review for all items proposed for the City right-of-way.?” Marty wanted to share this info in case it came up again. He thought based on the problems with the satellite dishes placed in front yards and side yards of corner lots that had to be removed that maybe Time Warner Cable would try and pull something over on the Chan?’s that would end up being a problem in the future. That is the reason he sought clarification from CDOT!

Police Safe Community Forum 3/8/7
Ted Peters, Debra Campbell, Martin Doss, Eudora Alston, Ingrid Lachner, Alice Hayes all attended the meeting.
At the event residents in attendance from Gilmore and Inwood complained of drug activity in their area, and a vacant home at 440 East Woodlawn Road. Madison Park has petitioned Neighborhood Development to inspect and try to get this location cleaned up based on learning this information!

Ted Peters and Lars Hedenberg attended the one day event.
?• Affordable housing is defined as 30% or less of gross income to go towards paying rent or mortgage
?• By 2009 Charlotte will need 12,500 additional affordable housing units
?• Charlotte is still small enough to work on affordable housing before it becomes a bigger problem
?• Most of Charlotte?’s affordable housing in clustered west and north of the airport
?• Need to integrate affordable housing better throughout the city
?• The public has an incorrect notion of who needs affordable housing (it can be teachers, nurses, workers in service industry)
?• Visit www.nchousing.org for more information

CURB WORK AND ROAD WORK ON VALLEY FORGE
Ken Davis- update
When Valley Forge was repaved a couple of years ago, the curbs were not installed correctly, which resulted in flooding at a storm drain near Ken?’s house. He had complained to the city, but with Marty?’s help, the city is now addressing the problem.
Update: Per Doreen Szymanski- the SMD Southwest District has begun construction repairs of the curb and gutter on Valley Forge. The curb was poured 3/13/07 and the asphalt will be tied back to the repaired curb 3/14/07

5715 Murrayhill Road
The home according to code inspectors Paris Waddy is already scheduled in environmental housing court for violations. The owner was incarcerated at the time officers checked the home on Feb. 13, the day after our Feb. 12th 07 meeting. Online codes violations show the home has been a problem for most of 2006. Marty mentioned the property to Paul Deese with Brantley Investments. He was interested in the home. He is the investor that worked on the home on Farmbrook, a.k.a. The Cat House, which was slatted to be torn down last year. Paul is now looking into purchasing the house.

1813 Tyvola Road
The home has an open housing codes case. We petitioned for this in Jan. 07 after the owners stopped working on the home a few months ago. This home has boarded windows, partially boarded windows, broken windows and other visible damage. Owners began working on the home after homeless were reported to the police and code enforcement on March 6th, 2007. This is the first activity on the home in months. A neighbor had reported seeing a homeless person exiting the storage building loading a shopping cart. Officer Hairston found signs someone was living in the storage building including a sleeping bag. Officer Hairston is going to have the property zoned checked by officers! Update the next day after this homeless problem was reported this home was painted and the boards removed from the windows. New windows were installed o March 11th.

Sex offender Registry
Marty has put a hot link on our web site at www.neighborhoodlink.com 28210 Madison Park.
Marty had noticed the one that use to live on Kentland is gone. We still have one on Camborne, and a new one listed in to the neighborhood behind the Queens Sport Complex at Marion Diehl in Sewlyn Farms. Another offender lives in the same immediate area of Park Road. Marty recommends that residents check from time to time to see if new ones move into the community!

Blue Clothing Dumpsters
All the clothing dumpsters that were to be painted pink have been removed from two local shopping centers, after President Doss contacted the owners of the shopping center Tyvola Mall and the shopping center on South with Home Depot and T J Maxx. The owners are Long Island Kimco Realty. President Doss requested they relocate the containers from Tyvola Road area, screen them or do away with them.
The Observer reported the following on the containers
Donation bins going pink: Changes are coming to the blue clothing donation bins that appeared last month at three Charlotte shopping centers with little information about where the proceeds went. Sal Zuccarello, whose Long Island, N.Y., company collects the clothes, said that he's having the bins painted pink (to avoid any confusion with nonprofit Goodwill) and adding signs to say donations benefit Breast Cancer Help, a Long Island charity that buys equipment to fight the disease. The bins are at shopping centers owned by Long Island-based Kimco Realty. Charlotte Observer 2/9/07

South Blvd. Phase II completion timeline
After talking with Doug Lozner and Gary Stansbury (project manager and
construction manager), we are on schedule to complete the project
excluding the plantings by August/September 2007. The planting season
is from November thru March. If this schedule changes, we will let you know.
Update: According to Gary Stansbury, the construction activity, including culvert placement at 4550 Bradbury Drive will resume on Monday 3/19/07. The culvert placement should be complete within two weeks pending good weather and any unforeseen conditions.

Tyvola Drive Storm Drainage Improvements
Project is on schedule and 80% complete. Current work is taking place on the east side of South Blvd. at Tyvola Mall Jersey Mike?’s, front of The Clock Restaurant, and Tweeter and will be completed as weather permits.

Noise Levels
Marty had a question about noise levels from bands/loud music playing in homes last month. It is unacceptable to be above 50 decibels after 11 PM, however if it is disturbing someone during the day an officer can determine if it is acceptable or not and speak with the violator. Sergeant Lester said you can just call 911 and request an officer check the problem.
