''In reference to our meeting with residents of Marlborough Mesa on September 23, 2000, following is a partial result of speed and volume counts conducted:

1. Portobello between Mollera and Extension

a. Spruce - Emerson
average speed = 25 mph
85th%ile speed = 32 mph
average volume = 488 vehicles (per day basis)

b. Emerson - Extension
average speed = 25 mph
85th%ile speed = 31 mph
average volume = 414 vehicles

Portobello does not qualify for installation of speed humps. The 85th%ile speed did not meet the criteria of the City's Speed Hump Policy.

2. Obispo between Emerson and Extension

a. Emerson - Beverly
average speed = 23 mph
85th%ile speed = 29 mph
average volume = 254 vehicles

b. Beverly - Extension
average speed = 27 mph
85th%ile speed = 33 mph
average volume = 282 vehicles

Obispo between Emerson and Extension qualifies for the survey process to have speed humps installed. However, because the traffic volume on the street was less than 500 vehicles per day, area residents are required to help with installation costs ($500.00 per hump) if the residents of the area agree to the installation. We will need to have a liaison who lives on the street in this area contact us if there is a desire to pass a survey regarding installation.

3. Plata between Extension and Mollera

a. Extension - Emerson
average speed = 24 mph
85th%ile speed = 29 mph
average volume = 364 vehicles

b. Spruce - Wycliff
average speed = 24 mph
85th%ile speed = 28 mph
average volume = 291 vehicles

Plata does not qualify for installation of speed humps. The 85th%ile speed did not meet the criteria.

4. Pampa west of Extension.

a. 932 Pampa
average speed = 24 mph
85th%ile speed = 29 mph
average volume = 221 vehicles

Pampa does not qualify for installation of speed humps. The 85th%ile speed did not meet the criteria.

5. Posada between Spruce and Pampa

a. Between 1007 and 839 Posada
average speed = 24 mph
85th%ile speed = 29 mph
average volume = 229 vehicles

Posada does not qualify for installation of speed humps. The 85th%ile speed did not meet the criteria.

6. Spruce between Portobello and Peralta

a. Posada - Peralta
average speed = 19 mph
85th%ile speed = 22 mph
average volume = 330 vehicles

b. Posada - Portobello
average speed = 22 mph
85th%ile speed = 27 mph
average volume = 223 vehicles

Spruce does not qualify for installation of speed humps. The 85th%ile speed did not meet the criteria.

7. Emerson between Guadalupe and Portobello

The study on this street has been hampered by machine malfunctions, vandalism, and that Cable America was in the area during some of the counts which may have affected the results. We are still in the process of gathering data for Emerson. However, because the majority of the other streets that were studied in Marlborough Mesa did not meet the speed criteria for speed humps, a system of speed humps is not recommended

Traffic signal studies are still on-going. The intersection study of Pecos and Alma School was completed recently and has been sent to the Traffic Engineer for review of the recommendation.

The intersection of Pampa and Alma School is still in the process of being reviewed. Traffic counts had to be reset and the intersection will be
reviewed between the Thanksgiving holiday and the Christmas holiday (before school breaks for Christmas recess).

I talked with Dale yesterday. PORTOBELLO AVENUE WILL BE RECOUNTED FOR A THIRD TIME. Dale was not aware that during the second count the clean sweep
bins were on our street. We also had Cable America digging up the yards
during the week of the count. This recount will take place between
Thanksgiving and Christmas, but before Christmas break for the schools.

Latest Study Results

This is an update on the status of the speed studies and traffic signal
warranting studies in your area. Traffic speed and volume counts have been received for Emerson between Guadalupe Road and Portobello Avenue. The results are as follows:


Emerson Between Guadalupe Road and Portobello Avenue

a. Osage Avenue - Obispo Avenue 10/4/00 -10/6/00
average speed = 26 mph
85th%ile speed = 31 mph
average volume = 920 vehicles per day

b. Osage Avenue - Obispo Avenue 11/15/00 -11/17/00
average speed = 28 mph
85th%ile speed = 32 mph
average volume = 930 vehicles per day

c. Plata Avenue - Pecos Avenue 11/1/00 -11/3/00
average speed = 25 mph
85th%ile speed = 29 mph
average volume = 525 vehicles per day

The speed and volume counts between Osage Avenue and Obispo Avenue were taken twice because there were concerns that a cable company working in the area had affected traffic speeds and that the counts of 10/4/00 - 10/6/00 were not reflective of actual day to day conditions. The second speed count taken 11/15/00 - 11/17/00 does not meet the minimum criteria for the speed hump survey process.

The speed count between Plata Avenue and Pecos Avenue was successful one time of
the three times it was set. The result of that count showed that speed coming
further south into the neighborhood on Emerson was less than what was seen
closer to Guadalupe Road. Overall, the results of the speed study on Emerson
between Guadalupe Road and Portobello Avenue do not meet the minimum criteria
for the speed hump survey process.

The Alma School Road and Pecos Avenue traffic signal warrant study has been
completed and recommendation is currently being reviewed by the City's
Transportation Director and Traffic Engineer.

The Alma School Road and Pampa Avenue signal study is still under way. I have
asked for additional counts because of the wide variation between the first two
counts. These counts are currently taking place on the Pampa Avenue approach to Alma School Road. We are employing a different technique so the difference between the eastbound and westbound traffic volume can be determined. The approach volume received from this count is expected to be more reflective of the actual conditions approaching the intersection.

Additional speed counts are currently being conducted on Portobello Avenue
between Mollera and Extension Road. These counts are being taken again in
response to the cable company work that was on Portobello Avenue during the time
frame that the first counts were taken.

The Alma School Road and Pampa Avenue signal study may get put on hold till after the Christmas school break since reviewing conditions and conducting observations during the holiday is not
reflective of day to day conditions.
