This is Ed Gomes’ second year as President and he has brought together our gatherings at the park each quarter. Rose Faria continues as our Treasurer and has done an exemplary job setting our finances and budget in order. David Leaha, a newer member of our community, has graciously accepted the
position of Vice-President. Linda Ure continues as Secretary and MUSE Editor. Directors Jim Corcoran, Virginia Fine and Suzy Hemmings are continuing with their invaluable assistance in seeking information and carrying our concerns to the agencies of government.
The Focus of the MCA is to continue to addressing Traffic, Safety, Water and Sewer, Environment awareness, and Park maintenance and improvements and stop urban sprawl as relates to Maunawili Valley by addressing these issues to the Kailua Neighborhood Board, the City and County of Honolulu and the State of Hawaii. As all Officers and Directors are volunteers we wish to thank them for their continued support of our community. The Director positions are the talent pool for the community. This is the expertise to which the officers turn for advice and counsel.
The position remains open for Area Garage Sale for this year. Volunteers are still being sought. The position for Traffic & Safety (CTAP) remains open and volunteers are still being sought.

You will be pleased to know the MAIL BOX THEFT RING has been arrested. It remains a good idea to not lift the red flag for outgoing mail, or, if in doubt, take your outgoing mail to a post office drop box.


Revolution Studios completed filming in June. The African Village set is being disassembled this month in compliance with all State and County regulations governing the area.

KAILUA HISTORICAL SOCIETY – Founder, Joanne Flannery - reported that the society has generated 100 members since September, 2001. Archives are being set up and oral histories are being taken from elders. A request was made for those interested in being trained to take oral histories. Training is free. Meetings are held at Kailua District Park. The Hediman house needs to be preserved and the Kailua Historical Society is a vehicle with which to assist. Membership is $15.00 a year. SIDEWALKS AND ADA CURB-CUTS - Federal law requires the State, City & County to install accessibility slopes and cuts to any sidewalk corner that is being repaired to provide for handicapped persons. From time-to-time our neighborhood will experience a repair job that has this modification. One recent example is located at Maunawili Circle.

A reminder when you are walking on the “country roads” of Maunawili (especially the ones without sidewalks) please remember to pack your baggy . . . and scoop it up ! ! !

MINI-SKATE BOARD PARK IN MAUNAWILI – In keeping with the serenity of Maunawili Park would require not extending the hours of park at any time in the future. Of concern was the proposed mini-skate board park at Maunawili. It was clarified that a mini-skate park is level and small and without lights as is the one now at the Kailua District Park. It was expressed that the youth of Maunawili need an alternative to skating on the park pavilion and its benches or skating in the park parking lot. The issue will continue to be discussed in the community.

Maunawili-Pali Training Camp: Defense Environmental Restoration Program - Formerly Used Defense Site - U. S. Army Corps of Engineers, Mr. Chuck Streck described the project concerning the removal of hazardous materials from old military impact areas. Recruitment for sites needing attention has been focused on residents, schools, archeologists, Native Hawaiians who have intimate knowledge of the areas over the past years since the 1940s. The DERP-FUDS is a part of the superfund program to clean up hazardous waste and unexploded ordinance as related to previous military sites on the Windward side and is 100% Federally funded. The RAB representatives were conducted on a tour of 15 potential explosion craters and 2 hardstands in the areas of Kahanaiki Stream between the Diocese and Auloa Road. Archaeological sites, to include a stone wall enclosure and heiau were noted as well as an unnamed stream in the watershed. The RAB charter requires the preservation of historical and archaeological sites along with the identification and eventual mitigation of unspent ordnance and clean-up of the training areas, including impact areas of the WWII era training exercises. Old pictures, oral histories from the residents and archives of historical records will be sought to further identify areas needing attention. Mr. Chuck Streck can be reached at 438-6934 at his Ft. BEAUTIFICATION MAINTENANCE OF MAUNAWILI ENTRANCE AT LOWER AULOA ROAD - Jean Jaycox needs area help on the manicuring and management of weeds on the ground under the large shower trees at the entrance of Maunawili. Contact number 263-3093.

KAPAA QUARRY AS A SANITARY LANDFILL - A Public Information meeting was held June 10 concerning Waimanalo Gulch Landfill. City Department of Environmental Services (DES) is placing Kapaa Quarry (Phase I) on the 2nd Draft EIS to replace Waimanalo Gulch as a landfill. There is extreme pressure to close Waimanalo Gulch and Senator Colleen Hanabusa wants Kapaa Quarry (Phase I) to be in the possible consideration for the City. While Weinberg/HRT is considering donating the land under the proposed lagoon # 4 and aquarium to the Ko Olina Resort, the height of the Waimanalo Gulch Landfill is to be raised 35 feet to allow continued operation for another 8 months. City Council Resolution 02-191 was passed in committee July 2, 2002 and opposes Kapaa Quarry being used as a sanitary landfill. DES is requesting an additional period to use Waimanalo Gulch Landfill with the promise that other means to dispose of waste: H-Power expansion, recycling of metals, wood, etc., will result in disposal of the remaining waste stream. Plasma Arc will result in no further need for sanitary landfills for Oahu by 2008. A tour of the Hawaii Medical Vitrification – Plasma Arc Facility was attended by MCA representatives at Campbell Industrial Park, June 8, 2002. HMV employs the process of Plasma Arc to reduce pathological and medical waste to glass to be used in industrial applications. This process has no emissions and no resides for the Sanitary Landfill. Several of the Hospitals use this procedure now, but the balance of hospitals and medical facilities have contracted another process that has emissions and sends its residue to the Sanitary Landfill at Waimanalo Gulch.

NEW BABY!! Representative David A Pendleton’s staffer, Clifton Gadsen reported that Representative David Pendleton=s new baby boy was born June 1, 2002 and is named David Alexander Pendleton II. Congratulations Mom and Dad!

BOYS’ HOME IN MAUNAWILI – Administration (Susanne McNalty) and Staff (Robert, Shawn and Veronica) from the Boys’ home, located at 1002 Lunaai Street, discussed with Community Association members several complaints that had arisen in connection with the boys’ home, i.e., seen walking in the roadway en-route to the park, without apparent supervision and in the park when an alleged incident took place. It has been noted that in years past the intersection where the home is located has had incidents of criminal activity. However, the parties responsible were not from the Boy’s Home. All incidents have been discussed with the Boys’ Home Administration and Staff, and HPD did investigate. It was noted that the Boys’ Home has been in the community since the mid 1980’s, however the changes from the Oahu Youth Services umbrella to the State Department of Health (DOH) has altered the client profile and number of clients served during the past several years. The eight bed capacity has been reduced to six beds. The services are to the age group from 12 to 18 years of age. The services are provided to clients that are not violent offenders, rather clients that require stable supervision and counseling to deal with gaps in parental ability to address adequately school and peer pressures underlying truancy and peer issues. The Boys’ Home no longer services clients furloughed from the OYS facility, rather referrals are now from the DOH oversight of youth services and DOH is responsible for inspection and regulation of the home. All of the youths attend school full-time and are engaged in individual, peer, and group counseling to address becoming stable and productive community citizens. The boys are involved in a number of community
service projects within the greater community of Kailua. It has been suggested that community service projects may be developed with the Maunawili Park Community in order to facilitate the youths in becoming positive participants of this community. The Boys’ Home has the services of Master Social Worker, Psychologist, and Psychiatrist to work with the youths. The youths are supervised 24 hours a day, seven days a week to include staff, in the house, awake, at all hours of the day or night. The 24-hour staff line at the home is 261-0293. A recent program change was implemented which allowed a one-hour free time to walk to the park when the youth has successfully completed behavioral milestones. These free-time hours have been suspended for infractions along with loss of other in-house privileges; and will now have to be re-earned by the boys. The Boys’ Home will have a representative attend the monthly Maunawili Community Association Board meeting to address anticipated progress and to keep the community informed. An invitation has been extended, and accepted, for the residents and staff of the Boys’ Home to attend the August Pot Luck in the park.

CANDIDATES NIGHT - will be held again this year, scheduled after the Primary Election and before the General Election to inform the community of the candidates and platforms. Tentatively scheduled for October 2, 2002, the Maunawili Community Association will participate in the hosting along with many community associations and the Kailua Neighborhood Board to assist in allowing voters in the district to query candidates seeking office in the general election. Flyers will be distributed closer to the event as a reminder to community members to mark their calendars.

CRIME IN MAUNAWILI IS ON THE RISE
In the last 90 days our community has experienced an increase in car thefts and an increase in items taken from autos. Several homes have been broken into as well. HPD reports confirm this rash of thefts is occurring in all communities on the Windward Side. Please lock your cars – even when they are parked in your driveway or carport. Keep your valuables with you and out of sight. Call 911 and report promptly so that investigations can be carried out. Call your block captain and report so that we too have a record of where the crimes are taking place.
