Regular Meeting: May 6, 2003
Maunawili Valley Neighborhood Park Pavilion

Present: Patricia Lakatos; Robert, (Staff Rep Boys’ Home); Jim Corcoran (Director); David Laeha (President); Pendleton, Senior (Rep. David A. Pendleton); Iwalani Sowa (Treasurer); Linda Ure (Secretary).
The meeting was called to order by President David Laeha at 7:10 p.m.
Minutes of April 6, 2003 Annual Meeting were approved as corrected.
Boys’ Home Report: Robert reported that the home is licensed for 8 beds. Currently the census in the home remains between 6 and 7 boys. All are getting along well with each other and the staff. The continued maintenance of 1 crisis bed reserves the 8th bed for emergencies. The boys continue to work in a Community Service project with Jean Jaycox on the entrance to Maunawili and the on-going maintenance of the grounds there. There are no youth from HYCF (aka., OYS), there are no sex offenders, and no violent offenders in the home. The roof repairs and interior maintenance repairs are complete. The Community Association notified the Boys’ Home that the community is appreciative of the community service project the Boys’ Home remains involved with.
Treasurer’s Report: Iwalani Sowa the balance from last month was $5,582.47, including reserve funds. The collection of association dues have been an additional 49 homes which increases the balance to $ 6,077.47. No expenditures have been made during the month. Signature cards will be updated tomorrow morning. It is of note that the actual number of houses in Maunawili that receive MUSE will be figured against the number of actual houses in Maunawili Park to confirm the number of community members being reached by the MUSE and whether or not any further adjustments are required to the mailing list.
Representative David Pendleton: 1) although the Long Term Care bill got through the budget process the Governor will veto the bill. 2) The Food Bank drove received 3000 lbs of food .
The Community Association is asking Rep Pendleton for an update on the Inline Hockey League. It is requested to have the phone number of the person who works under Will Ho for further contact with the Community Association. A review discussion was held concerning the Inline Hockey League meetings at the neighborhood park to include altercations with various community members. It was noted that one resident had not yet received a response form Councilwoman Marshall’s offices. Police were indeed called by the League as they had the cell phone on that occasion. Therefore the police report was filed under the League and not the resident. It is the opinion of the Association that a letter needs to be sent from Parks and Recreation to the league addressing the coaching behavior. In addition to altercations with residents, there has been observed drinking of alcoholic beverages in the parking lot after the practices. The Association will continue to work with Pendleton’s offices on the issue and an option, in writing, to be considered is having the permit for the league removed or share the schedule with other parks that are more suitable rather than having the entire 5 night-a-week schedule burden only the Maunawili Valley Community Park.
Parking Lot on Luana Hills Road: It was noted that the parking lot by WHRT has not been removed, however, the appearance has been altered with red dirt spread over the asphalt and a chain link fence has been installed between the road-way and the parking lot by the property owner.
Pali Rumble Strips: The Pail rumble strips were discussed and it is requested that they be removed or altered so as to not damage vehicles.
Bus Stop: Engineering Concepts is currently addressing the Bus Stops at Auloa Road according to Councilwoman Marshall’s offices. Also involved in the proposed Bus Stops are the Department of Transportation, and the Kailua Neighborhood Board in an effort to resolve land issues and road access.
Blue Post Office Drop Box: Councilwoman Marshall’s offices will be contacted to confirm the process of placing the Drop Box in or next to the park in Maunawili.
KNB Report: 1) Kaneohe Ranch/Castle Foundation is planning an expansion of Longs Drug Store building and a possible multistory parking structure. 2) May 1 is the start date for under grounding of Utilities on Kailua Road. There will be one lane for traffic in each direction for one year. It was noted that a) the Median Project on Kailua Road was a Vision Team project; b) The KNB did not support Median Project; c) the Undergrounding was a Vision Team project; d) the KNB did not support the undergrounding at that location; e) the sewer projects on both sides of the road have not been facilitated to this construction schedule; f) the Kalaheo Road Sewer project is in progress and has caused local traffic only for the area and Kalaheo Road is generally closed to trough traffic; g) it has been heard that the City is actively considering use of Kapaa Quarry for a Municipal landfill, however, because the Quarry is still active this may occur as an active landfill when the Waimanalo Gulch is closed in about 5 years from now. Two years ago the Environmental Assessment could not consider this site as the quarry was still in use; h) the Coqui frog issue has been deferred at the KNB until the June meeting. Coqui frog is permanently on the Big Island, Oahu and the State have still not done anything to rid the islands of the Coqui frogs. It is to be requested that the Governor set in place an Ecological Emergency to release Federal monies as Enchanted Lakes and Waimanalo have reported and verified Coqui Frog in their areas. The MCA supports this KNB effort.
Road Signs: The City will be approached to make the sign on Auloa Road/Maunawili Road larger so that Luana Hills’ deliveies do not get stranded in the community cul-de-sacs and hikers can find Maunawili Falls. The City should prepare additional signage so that the intersection is not blocked at Auloa Road at the Highway.
Construction, Grubbing and Grading: The area below Maunawili Road belonging to A C Vincent has been reported to have been sold on an agreement of sale. However, the TMK does not show such a sale. Bulldozers are in the parcels and running after hours, even at 11 p.m. at night. Although a possible avocado farm may be under construction, as there are a number of graders and bulldozers and a “mobile office” located on the property, at this time, belonging to Rick Martin Construction. It is reported that asphalt is being used as fill material and mixed with sand so that the soil is suitable for avocadoes. There have been reports and calls by the police as the noise and domestic disturbance on the property were occurring as the mobile office has been used by a night watchman. Back in ‘93-‘94 many trees had been removed and new efforts to remove existing trees is underway. The DOH may need to be contacted as the stream that used to run through there on the way to the marsh has been interrupted. It has not been found that permits have been issued for grubbing or grading or building of any kind at this time. This will be followed up to determine if permits have more recently been issued. The area has two large parcels. Both will be examined for permits. Old 55 gallon drums were used in the prior fill, along with industrial waste from the demolition of Kaiser Permanente hospital. Councilwoman Marshall’s office will be contacted for more information to include inquiring about new and renewed permits and/or violations concerning the living on premise, sand use, and asphalt fill with a copy Ben Lee, Managing Director. “Doc” Burrows may be able to shed some light on the impact on Kawainui Marsh from the watershed of this gorge (gully, valley). Applications for permits must meet current activities at this site, the increased activity on that parcel via emergency vehicles ingress and egress and the community is requesting to be informed as any changes to the area must be addressed for infrastructure and zoning contained in the permits. The plan in the past was to secure condominium zoning with a shared road in that area; it must be determined if this is being resurrected.
