Regular Meeting: June 3, 2003
Maunawili Valley Neighborhood Park Pavilion

Present: Robert, (Staff Rep Boys’ Home); Nancy Crittenden (Councilwoman Barbara Marshall’s Staff); Jim Corcoran (Director); Virginia Fine (Director); David Laeha (President); Iwalani Sowa (Treasurer); Linda Ure (Secretary).
The meeting was called to order by President David Laeha at 7:10 p.m.
Minutes of May 6, 2003 Meeting were approved as corrected.
Boys’ Home Report: Robert reported that the boys have enrolled in summer school and are kept quite busy. One placement is new, however the total number of boys at the home still remains at seven. It was requested by the Board that Robert notify the staff that the community says the Boys are quiet and no problem to the community.
Treasurer’s Report: Iwalani Sowa reported the balance as of the 31st of May is $6,187.47. This represents 170 households having paid their dues as compared to 159 in April. A motion for approval to procure signage for the MCA meetings was authorized up to $300 for durable, waterproof signs.
Blue Post Office Drop Box: Councilwoman Marshall’s offices will be contacted to confirm the process of placing the Drop Box in or next to the park in Maunawili.
Grubbing and Grading in Maunawili: The activity in the gulch between Maunawili Road and Lunaai Street continues. It has been inspected by the City and been determined that asphalt may be used as a fill substance if it is under 8 inches in diameter. Art Shalacen (sp) and Gary Fujiu of Planning and Permitting re-checking the possible of un-permitted activities and it will be determined that grading and fill are in the proper areas in compliance with storage of heavy equipment. Russell Ho will continue to inspect. The City system has no permits for subdivision or condos for the parcel of land.
KNB Report: 1). It was noted that the response from Ben Lee, Managing Director, to the Environment Committee of the KNB concerning permitting violations by Weinberg-HRT has not been received by MCA, MECA, Olomana or Councilmember Marshall’s offices. Copies will be requested from the EC of the KNB. 2). the possibility of Kapaa Quarry remains as a landfill site. However, Ameron opposes the Quarry being used as a municipal landfill. Linda Goldstein has considered the use of the quarry as an industrial landfill in the past. 3). Kaneohe Ranch/Castle Foundation is planning an expansion of Longs Drug Store building and a possible multistory parking structure. Mitch D’Olier of Kaneohe Ranch/Castle Foundation gave a presentation on the Longs Drugs new building and did not address the parking structure to the Kailua Neighborhood Board. However, three weeks later, a presentation was given to Kailua Camber of Commerce with a full presentation for a 3-5 story parking structure along with a Park-N-Ride between the existing bowling alley and the existing Longs. This is said to be based on a market study, however, the Koolau Sustainable Communities Plan predicts a flat population growth through 2020. 2) May 1 is the start date for undergrounding of Utilities on Kailua Road. There will be one lane for traffic in each direction for one year. 4). The MCA wished to be a part of the rezoning of Kailua properties issues by Kaneohe Ranch. The MCA approves of resending the KNB motion. MCA expresses a wish to be involved in the process along with MECA and Olomana communities. 5). the sewer projects on both sides of the road have not been facilitated to this construction schedule. 6). The Kalaheo Road Sewer project is in progress and has caused local traffic only for the area and Kalaheo Road is generally closed to trough traffic. 7). the continued reconstruction of Hamakua Drive Sewer will be ongoing for yet another 6 months or more. 8). It has been heard that the City is actively considering use of Kapaa Quarry for a Municipal landfill, however, because the Quarry is still active this may occur as an active landfill when the Waimanalo Gulch is closed in about 5 years from now. Two years ago the Environmental Assessment could not consider this site as the quarry was still in use. 9). There is to be a KNB Motion to request the Governor to declare an ecological emergency to leverage federal funding and to cut through bureaucratic red tape in an effort to rid the islands of Coqui Frog. Coqui frog is permanently on the Big Island, Oahu and the State have still not done anything to rid the islands of the Coqui frogs. It is to be requested that the Governor set in place an Ecological Emergency to release Federal monies as Enchanted Lakes and Waimanalo have reported and verified Coqui Frog in their areas. The MCA supports this KNB effort.10). Ameron, Inc. entered into a Consent Order with DOH CWB to remediate flow from the quarry operations onto Kapaa Quarry Access Road and from pollution of Kapa’a Stream and Kawainui Marsh. Settling basins and swales are to be build in accordance with plans as approved after the TMDL is completed for Kapa'a Stream.
Road Signs: The City has installed signage at Auloa Road/Maunawili Road. The City should prepare additional signage so that the intersection is not blocked at Auloa Road at the Highway.
New Business:
Pot Luck: the date of Saturday, September 13th has been chosen for a community pot luck beginning at 5 p.m.
Garage Sale Activities: It was noted that a home on Lunaai Street appears to have a garage sale at least once each month. It is possible that a commercial activity is taking place; however, it may be that the owner has a lot of stuff to sell.
MUSE: directions for compressing household trash and yard waste and how to handle recycling is to be placed in the MUSE for the community. Although some bins may be quite full, there are other bins besides the one across from the Kailua Public Library. One such bin is at Maunawili Elementary School. Recycling is also collected at Aikahi Elementary School--recycling of aluminum cans for cash. Also, the Methodist and Baptist churches have paper, plastic and glass recycle containers.
