Scooping after your dogs

I've noticed walking around our community that people are not being responsible for picking up after their dogs. I've seen a few people just let their dogs off their leash and go in the park and I didn't see a pooper scooper in hand. Has anyone else noticed this problem? Also, all dogs should be on leashes when out in the community. It doesn't matter how well behaved the dog is. Anything can spook a dog like a child running or a person jogging or another dog going by.
