Carlton N. Middleton was born on October 27, 1956, in Alexandria, Virginia, and became a Hawaii resident on May 15, 1981. He has lived Downtown since April 1988.

CANDIDATE FOR STATE HOUSE DISTRICT 28


In the 28th House District, for the past 18 years. First at 922 Maunakea Street from April 1988 through October 1995, then at 1130 Maunakea Street since October 1995.

SUPPORTS THE FOLLOWING ISSUES:

AFFORDABLE HOME OR APARTMENT RENTALS OR SALES.

RESTROOM FACILITIES DOWNTOWN FOR MEN AND WOMEN AND CHILDREN.

EMERGENCY SHELTERS.

IS AGAINST THE FOLLOWING ISSUES:

STOPPING EMERGENCY VEHICLE SIRENS, AT ANY HOUR, BELONGING TO AMBULANCE, FIRE OR POLICE.


ANY LAW THAT IS ANTI-SMALL-BUSINESS. THAT IS UNFAIR TO BUSINESSES, BECAUSE THEY PROVIDE THE JOBS.


ANY TAX INCREASE!!!!


LEGISLATIVE PARTICIPATION:


In December 2004, Carl authored the original Urination and Defecation Bill, that was introduced for legislation by former House Member Ken Hiraki(D), State House District 28, which was then signed into law (Act 84)on May 10, 2004, by Lieutenant Governor James R. Aiona Jr. Now, not much smell!!!! Other districts want this law as well. If voted into office, Carl will vote for this law in all districts, on all Hawaiian Islands.

Urination and Defecation Bill, was HB 1828, also known as ''Carl's Shi-Shi Law'', and then became ACT 84 was signed into law MAY 19, 2004.

For the past 25 years he wrote and submitted testimonies for legislative consideration, testified at many committee hearings, visited both Senate and House Chambers to listen and observe the political process. Carl is a frequent visitor to the public access room at the State Capitol where he researches bills, resolutions, and study its legislative history.


NEW INFORMATION AUGUST 19, 2006:


Carl??™s persistence in having a much needed drop-in center and restroom facility in Downtown, has resulted in the $80,000 funding for the design phase of the facility. An estimated $800,000 for the construction phase may be considered in the City??™s next budget cycle.

Institute for Human Services, River of Life Mission, and Kau-Kau Wagon, etc.

Has been a resident sitting in the audience of Downtown Neighborhood Board Number 13 since approximately 1990; Carl was elected to the Downtown Neighborhood Board Number 13 in March 2005. Carl stepped into office for the first time on June 2, 2005.

EMPLOYMENT: Worked for many temporary agencies: for Gill at Temporary Help, Bill at Labor Services, and Beakens Moving & Storage where he assisted in building shipping containers.

Was Resident Manager of the apartment building, 1130 Maunakea Street, November 1, 2000 until February 1, 2005
