MINUTES: Ken Floberg read the minutes from the January 31st board meeting. No changes or additions were noted. The minutes were accepted as read.
TREASURER'S REPORT: Marta reviewed the year-to-date Profit & Loss Statement plus the monthly Balance Sheet. Mark Strong agreed to continue serving as the Association’s statutory agent to the Arizona Corporate Commission. A summary of the financial reports follows. Marta provided a check of $1155.11 to Ken Floberg for deposit into the Association’s bank account. This check is the transfer of that portion of owner’s dues designated for the reserve fund.

IMPROVEMENT COMMITTEE REPORT: Mark Strong presented an update of fines and liens owed to the Association. Fines and liens will be updated and reviewed monthly. The Board will investigate what can be done to get members who are delinquent on fines to pay. The Board decided to delay enforcement of dead tree removal until spring when the brush pit is operating under its normal operating days and hours. Owner of lot 302 provided the missing info on his building plans.

2. Generate a spreadsheet to facilitate tracking of fines owed to the association. Provide monthly updates to Marta so that she can include them in her financial report.

The following is an update of violations from our last meeting.
• Lot 287 – Owner called Mark Herreid with request he inspects their lot to see if there are any new dead trees. Mark found one dead tree. Removal will be delayed until brush pit opens in April.
• Lot 324 – The contractor who cleared the lot before the septic system was installed did not remove the cut down trees. Pile of cut trees and tree clippings have been removed.
• Lot 326: There are 3 open trenches on this lot.

5. Send letter to owner requesting that they fill the trenches in.

• Lot 331 – Violation letter sent requesting lot clean up and dead tree removal. No action taken after the first letter was sent. Second letter has been sent.

MEMBERSHIP OUTREACH:
The Board is planning an Association community get together for March 27th at 6 p.m. An announcement will go into the newsletter with request to RSVP by 3/22 to Ken Floberg.

• Late Transfer Fee: The title company that handled the sale of lot 321 has failed to pay the transfer fee to Mogollon Estates. Mark Herreid sent them a letter requesting payment.

• Forest Entry Area: The Mogollon Estates entry point into the forest is in need of work. The Board would like to improve this area so that it can be used for our annual meeting. Association CC&Rs do not allow us to install a permanent canopy. The Board will look into a canopy that can be put up and taken down as needed as well as concrete picnic tables and benches. Once all plans and cost are finalized, the info will be go into the August general meeting notification along with a ballot so members can vote on whether to proceed with this project.

• HOA Dues: Lot owners 277 and 322 have not paid their 2004 association dues. Lot owners 286 and 290 paid after the deadline and DID NOT include the late fee.

The Board decided against putting this article into the newsletter because it is too long and it goes against the CC&Rs dead tree removal policy.
