Attendees: Ken Floberg, Mark Herreid, Marta Ludwig, and Mark Strong. Shane Siren and Mandy Stephens were absent. The meeting was called to order at 10:10.
Minutes: Ken Floberg read the minutes from the March 27 board meeting. One change was made. Late fee changed from $20 to $15 in reference to lots 286 & 290. No other changes or additions were made. The minutes were accepted.
Treasurer’s Report: Marta reviewed the monthly and year-to-date Profit & Loss Statement plus the monthly Balance Sheet. The following is a summary. For details call either Ken Floberg or Marta Ludwig.

The Board held a brief discussion on how much money should be kept in the reserve fund. Currently there is $7534. Mark Herreid feels we should strive to achieve somewhere around $10,000 to $15,000 over the next 5 years. Mark Herreid will cover this issue when he presents the ’04-’05 budget at the August General meeting.
Fines, Fees & Liens: Only one owner (lot322) has not paid his dues. A lien has been filed. We have two owners who owe the HOA $3500 in fines, late fees, and dues. The Board was going to discuss this issue with an attorney but he was unable to attend our meeting. Mark Herreid will see if attorney can attend May 28th Board meeting. If not, he discuss this issue with him and report results at the May 28th Board meeting.
• Lot 285 – Owner wants to install stockade fence per our guidelines but he wants to use a different backing barrier. Mark Strong will request a sample or picture of the barrier.
• Lot 300 – Rock barrier placed on county right away. Mark Strong will send owner a letter.
• Lot 301 – Boat has been parked on driveway for 30 days. Mark Strong will contact the owner.
• Lot 302 – House is under construction. There is no trash container and construction has been driving across lot 303. Mark Strong will contact the owner.
• Lot 313 – House is under construction. There is no culvert, trash container, or port-a-potty. Mark Strong will contact the owner.
• Lot 321 – Septic put in without a culvert being done first. Mark Strong will contact the owner. Also, builder stated owner was planning on using the existing entry point between 320 and 321. This presents a problem. There is a dividing property stake in the middle of this entry point. Mark H. will speak with owner.
• Lot 331 – Owner only did a partial clean up. Mark Strong will send the owner a letter.
• Common Area between lots 268 & 269: A lot owner reported there is a dead tree in this area. Ken Floberg will verify and make arrangements to have it removed if report is correct.
The next newsletter will be published late June. Inputs must be to Marta by June 15th.
The Board has decided to raffle off $50 dinner gift certificates at the August general meeting in an effort to get more owners to attend the meeting.
