Attendees: Ken Floberg, Mark Herreid, Marta Ludwig, Mandy Stephens, and Mark Strong. Shane Siren was absent. The meeting was called to order at 10:05.
Minutes: Ken Floberg read the minutes from the April 24th board meeting. Two minor changes were made. Date of May meeting was incorrect and reference to dinner gift certificates for the August general meeting was changed from raffle to door prizes.
Treasurer’s Report: Marta reviewed the monthly and year-to-date Profit & Loss Statement plus the monthly Balance Sheet. The following is a summary. For details call either Ken Floberg or Marta Ludwig.

Marta reimbursed Mark Herreid $25 for a lean release he paid for. She reimbursed Ken Floberg $7.40 for stamps he bought in order to mail dead tree letters. Received notification from Heber/Overgaard C of C that membership is about to expire. The Board decided to renew. Marta will send check first week of June.
Fines, Fees & Liens: Owner of lot 277 owes the association $373.59 for various fines and fees that have accumulated since May of 2002. A letter was sent to him offering to settle for $200 if paid by 6/15/04. If owner chooses not to accept this offer, the Board will turn it over to a collection agency for the full amount. Owner of lot 322 owes the association $3118.64 for various fines and fees that have accumulated since October of 2001. The Board decided to offer a settlement at $2500 if he pays within 14 days of the offer. A letter will be sent the first week of June.
• Lot 272 – Is putting in a concrete driveway. Owner was asked to submit drawings with dimensions, (Detailed drawings were submitted after the meeting adjourned).
• Lot 285 – Owner wanted to use coated chain link as a fence backing. The Improvement committee would not allow it. The owner says he will use the standard 2x4 grid wire backing.
• Lot 300 – Rock barrier placed on county right away. This is not a CC&R violation but the Board wants the owner to be aware he could be liable if the county damages snow removal equipment. Mark Herreid will call the owner.
• Lot 301 – Boat has been parked on driveway for 60 days. Owner refuses to remove the boat until he receives a certified letter from the Board.
• Lot 301 – Owner wants to attach green lattice backing to several areas of their fence so they can grow vines as a visibility screen. Owner was asked to submit a drawing showing locations and dimensions.
• Lot 302 – Construction people have been driving across lot 303. Owner of 302 contacted and a barrier has been placed to prevent driving onto lot 303.
• Lot 313 – House is under construction. There is no culvert, trash container, or port-a-potty. Mark Strong will contact the owner. The owner provided a letter to the Board from the county stating a culvert is not necessary. A trash container and port-a-potty have been placed on lot.
• Lot 321 – Septic put in without a culvert being done first. Currently no construction is going on. Mark Strong contacted the owner to be sure culvert is installed before construction begins.
• Lot 331 – Owner only did a partial clean up. Mark Strong sent the owner another letter.
• Common Area between lots 268 & 269: Two dead trees confirmed. Ken Floberg will contact Mogollon Tree Service and arrange for removal.
Mandy feels the suggested 2x4 wire grid-backing called for in the HOA building guidelines is insufficient. She has asked the Improvement Committee to look into an alternative. Bison Ranch in Show Low uses a coated chain link. Mark Strong drive through their area to see how this coated chain link looks.
Forest Entry Area: The Board has discovered that the railroad ties that outline the path are not on the boundary lines. Some railroad ties crossover onto lot 322 while others on the opposite side fall far short of where they belong. The Board has decided to get quotes to move the railroad ties to the proper location as well as apply more granite to the path. Mark Herreid will get the quotes. The goal is to do at least this as soon as possible. Other improvements will be considered for next year.
Building Guidelines: We have had a number of homes started this year without first installing a culvert, a port-a-potty, and dumpster. Ken Floberg will update the Building Guidelines to state what needs to be done and in what order.
Drainage Area: The Association received a letter from the owner of the resort cabins that backup to the Mogollon Estates on Chandelle. He claims debris and silt has built up in the drainage ditch between lots 310 and 311. It causes rain run off to go on to his property. He is looking for Mogollon Estates to correct the problem. The HOA Improvement Committee has investigated this problem and agrees that there is some debris buildup. However, the real problem is due to poor engineering when the diversion channel was dug to change direction of the wash. To maintain good relations with our neighbor the Board will offer to pay around $100 toward cleaning out the debris built up. Mark Harried is working this issue.
The Board has decided to offer $50 dinner gift certificates as door prizes at the August general meeting in an effort to get more owners to attend the meeting. Mark Herreid (G. N. Santi – aka Italian Stallion), Ken Floberg (1893 Steak House & Country Club), and Mandy Stephens (Chaparral Cafe) will approach local restaurants to see if they will donate or discount the certificates. Four certificates will be awarded.
The Board is looking into having the August 7th general meeting catered by the G. N. Santi restaurant (aka the Italian Stallion). Mark Herreid will check on pricing. The association will pay for the catering fee.
Next Meeting: June 19th at 10:00 a.m. The Location will be determined later. Board members will be notified and the location will appear in the posted agenda.
