Annual Membership Meeting Report

At the Annual Morningside Homeowners Meeting held on Saturday, December 6th, 2001, President James Knox gave a short report of what the Board accomplished this past year.

Because of questions brought up at last years Annual Membership Meeting, considerable time was spent carefully pouring over official documents, bylaws, and meeting with Attorneys in order to confirm the legitimacy of our Association. We are happy to report that there is NO question, The Buffalo Mountain Morningside Homeowners Association (usually referred to as the HOA) is a legitimate, legal Association registered with the AZ Corporation Commission and recorded with the Maricopa County Recorder.

Part of the year was spent on several organizational projects. Because the “common denominator” that every Homeowner has in common with each other is the VALUE of their property and because the HOA Board is tasked with the responsibility of enforcing the CC&R’s , the Board wanted to be sure that every homeowner has access to a resource that spells out “what a violation is” and “how a violation is addressed”. The Board is happy to announce we now have a comprehensive Compliance Policy and Violation Procedure, by which the CC&R’s are enforced. (Check the Website, or copies are available to any Homeowner. Just Contact James Knox! ). During the year, time and energy has been spent on the enforcement of the CC&R’s

The rest of the year was spent on establishing alternative ways of communication. In order to facilitate the expedient flow of communication an official Morningside Homeowners Association Website was built and an Email Distribution List established, all a NO COST to the HOA. The Board also sponsored two successful Neighborhood Garage Sales.

After the introduction of Board Members, a financial report was given by Treasurer David Walter, and copies were made available for any Homeowner. (We would be happy to provide a copy to any Homeowner who requests one. Just contact Dave Walters !)

Next, at our invitation, we were privileged to have as our guests four people from ADOT; Al Kattan, the Deputy District Engineer, Bill Hayden, Public Relations and Ombudsman, Angie Newton, Senior Transportation Planner from the Environmental Planning Group, and Ed Corrall, the Landscape Architect.

These ADOT officials reported some very good news. Because of the past and present efforts of our Neighborhood, we are at the “top of the list” of the projects slated for available money to finish the 101 Freeway project. Because of our persistence, “our section” of Freeway has been earmarked for funds, whereas other sections of Freeway have run out of money. We have their ear, and they are hearing us. Because the current wall in insufficient, there are plans for an additional wall to be built along the existing wall to augment noise mitigation from 16th Street and to the east. Over the next couple of months, Sound Engineers will be “measuring sound decibels” at different times of the day and night from different houses in the Neighborhood ( We already have several, but if the noise is excessive from your house and you want to volunteer your back yard, let us know). Also, light Shields are on order from the Manufacturer, and will be placed on offending freeway lights to cut down on the glare in to our back yards and back windows. The planting of trees and bushes on the berm have been flagged and should appear in the next couple of months. To expedite future communication a clear line of communication was established between President James Knox and Deputy District Engineer Al Kattan. Next, Vice President Jamise Liddell gave details about the upcoming Holiday Progressive Dinner and invited all to attend.

The last Agenda item was the opening of the floor for nominations to the two open Board positions. The Ballots will be out by December 21st, and due back with your vote by January 15th. If you wish to nominate yourself or someone else in the Neighborhood, there is still time. The official deadline for “new nominations” is December 15th.
