This past weekend I saw a 10 year old girl riding children that looked to be about 3 years old around on a kids motorcycle.  She was riding in the street while no adults were within eyesight.  Even if an adult was watching, this did not appear to me to be a safe thing to do.  Children that young do not have the brain capacity to adquately judge distance.  This seems like neglect to me and I called the police.  Even though I did not see them, I intend to call again whenever I see this sort of activity.

Yes, I have seen the same thing.  The unfortunate part of this whole scenario is the parent has got to know their kid is out riding the battery powered scooter and is not in control of how that child is operating the vehicle.  As we both know, the traffic or speed of which the traffic is coming and going from 59th street will eventually catch up with this child since I have seen her crossing the street on this vehicle.  I am sorry to say that it is not our job to care for the children in our neighborhood when the parent is not doing the same.  Please continue to call the police when you see situations like you have described, they might be able to convince the parents to get involved, that is not our task.

I believe it IS our duty to be involved and yes, that means calling the police in this case.  The child is not to blame; the parents are.
