I beleive that the roads haven't received their last layer of asphalt due to the fact that construction in the back of the development isn't finished. I do agree that water does sit in the road due to the road not being at its final elevation. Sad that it won't happen until all houses are finshed being built in the rear of the neighborhood. at the rate they are building it could be years. If any one besides home owners were concerned it could be taken care of , but they don't want to come back and pave again after the construction vehicles have destroyed the pavement. Also once the streets have received their final layer of pavement the town is in charge of the streets not the civic association.
