Dear Mary,

With the high number of pregnant young women in the Pawtucket area, maybe one will witness homeless camps of women, ages 14 to 28, and their children.

The thought horrifies me.

We can try to stop, but they do need positive local role models and programs to learn the correct paths..

Sadly many programs are being cut so we will all pay the price down the rocky roads of all RI.

Time to speak up and channel creative solutions...It is not all government problems, as they are all our problems and the solutions too.

Do you think this consolidation of five depts wil help?

It is enacted by the General Assembly as follows:

SECTION 1. Sections 42-7.2-1, 42-7.2-1 2, 42-7.2-4, 42-7.2-5, 42-7.2-6.1, 42-7.2-7, 42-

2 7.2-8 and 42-7.2-9 of the General Laws in Chapter 42-7.2 entitled "Office of Health and Human

3 Services" are hereby amended to read as follows:

4 42-7.2-1. Statement of intent. - (a) The purpose of this Chapter is to develop a

5 consumer-centered system of publicly-financed state administered health and human services that

6 supports access to high quality services, protects the safety of the state's most vulnerable citizens,

7 and ensures the efficient use of all available resources by consolidating the health and human

8 services functions and eliminating the five (5) departments responsible for the health and human

9 services programs serving all Rhode Islanders and providing direct assistance and support

10 services to more than 250,000 individuals and families: the department of children, youth, and

11 families; the department of elderly affairs; the department of health; the department of human

12 services; and the department of mental health, retardation and hospitals, collectively referred to

13 within as "departments". It is recognized that the executive office of health and human services

14 and the departments have undertaken a variety of initiatives to further this goal and that they

15 share a commitment to continue to work in concert to preserve and promote each other's unique

16 missions while striving to attain better outcomes for all the people and communities they serve.
