Sorry to say some of the parents dont care, it should not take a forum on the internet to inform parents what there kids are doing. I know its sad but so true. I would not attempt to follow these kids cause even if you confronted there parents dont be surprised if they dont really listen to you. I know if I see things going on around my house the police will be called.

Yes, sad to say I believe you are correct.  We see it more and more everyday on TV and the news.  There are no parenting classes for the kids who are thrown into parenthood way before their time or who had no parental model when they grew up.  Sign of our times I guess.  And you are also correct in calling the police when there is something happening around your house.  The more of us that will do that, the more police presence we will have, possibly creating the situation we thought we would have when we moved into this neighborhood, a quiet peaceful situation.
