 Why should any of us feel responsible for the upkeep of the common area?  This is clearly the responsibility of the bank, just as keeping it mowed is.   When there was a maintenance couple living on the premises, the pool stayed clean, the grounds mowed and the plantings kept trimmed and weeded.  It's a shame that any resident has to do this.  I can understand your frustration, especially if you are also picking up trash.  Where is the community pride?  I am not going to pull weeds on someone else's property or pick up trash behind people who don't care enough about their area to do it themselves.  You shouldn't have to, either.

In a perfect world, we wouldn't need a HOA.  But, if we didn't have one, whose responsibility would pulling the weeds be?  The city that doesn't seem to want to adopt us, the city we don't want to adopt us, the HOA we would rather not have, or....who?

When (and if) all this is finally settled, if we end up without a HOA, then I would think everyone would take part in keeping up the common area.  It would probably filter down to a few dedicated people willing to take time to do this and some who would let others do all the work. 

 

Until it is settled, tho, whoever owns and is in control of this area should be responsible for its upkeep. 

 

I have often thought it would be wonderful if we residents could start a vegetable garden in a section of the 'park' area, and work together to keep it maintained, and share the produce.  However, this too is "in a perfect world".  In reality, there would be some who would never turn a hand but take the produce, and others who would do all the work.  Not to mention probable theft by people who don't live here.  Oh, well....
