Planning Commission Will Recommend if Citizens will have a Voice

The City's comprhensive Plan Draft has been revised as of May 25th, 2005. Any chance for goals and policies to be more inclusive of what Neighborhoods need and protection for what are now "non-conforming uses" such as agricultural and livestock keeping in the new city limits must be voiced now. Public Participation is mandated by state law but the city is giving only 4 official dates June 1, 15, 22, and 23rd. The Planning Commission will then make recommendations on our input and their opinion to the City Council and then there will limited testimony before the city council. WE have spent a long time lobbying the city for better policies.

Urgent Issues Needing Your Testimony or Presence

Protection of your property rights by larger setbacks than the current 5 foot minimum from the property line to the next house. Horses and livestock require protection by solid fences that are very costly. Policies that require buffering and fencing of developments that share your property line are imperative. One neighbors 5 acre ranch will cost $15,000 to refence to protect livestock and from liability of children crawling into pasture area.

Transportation - Increased traffic through the center of our neighborhood needs to be addressed and the city needs to do a study to ensure that we have safe routes for walking and eliminates cut through traffic from the new 1,000 homes planned above Barker Rd.

Impact Fees - City Solicits Homes Builders and Realtors Voice

Parks desperately need impact fees in order to obtain the acreage to build a park in our area or enlarge the land the school has already obtained to create a community park for all ages. The city has solicited the Homebuilder's Association and Spokane Realtor Association's opinion on impact fees. They have sent a combined letter opposing impact fees in an effort to continue the free ride they have enjoyed at taxpayers expense. The new developments surpass in numbers the existing community and services needed are primarily due to the new populations. While only a fair portion of the cost of infrastructure would be sought. The city is pandering to development interest. We are very concerned that older landowners who are retired, families on fixed budgets will be at risk as taxes must be raised to pay for needed services of additional fire protection, police, roads, sewer, schools and parks. If you don't demand the city to treat citizens equally without soliciting "special interest groups" your voice will continue to be ignored. that was send to the City of Spokane Valley City Council. Please feel free to write the City Council your objections and debunk the eroneous nonsense that is purported throughout this letter.
