I was stunned to hear this report! It seems that there is a pattern of behavior from those who are feeling what ultimately stems from what is a sense of privilege; and, who are subsequently practicing passive means of communication which finds them not shooting straight with people and hiding behind rules, regulations, and "turning people in".
Be careful not to dignify this practice! Bullys, thugs, policy-punks, and brats come in all shapes, sizes and colors - even in neighborhood associations. Take time to enlighten them! The only power they have is within the confines of their own minds and sense of privilege. Equally, they thrive on a inner-sense of gossip.
Gossip is a form of communication that takes place about another without their consent! Equally, it seeks to communicate in a way that makes the teller of the story to look in power; however, their only reason to communicate outside of their own small mind, (or inner-group) is to confirm their suspicions.
Live and live well! Speak out! Talk directly to the folk and always have them to sight song, verse, and chapter. In the best cases, seek an attorney and remind them that slander and defamation of character is not a right given to a board or intellectually "bored" member of society!
