I live in Fountain county in the small town of Hillsboro. In Fountain County there are no town or county ordinances to stop dog owners from leaving their dogs chained up or in an outside pen, day and night, regardless of the weather. I've been told by both the Fountain county sherriff's department and the animal rescue center for Fountain county, Hoosier Hooves and Hounds, that it is not against any laws as long as the dog has a dog house. Many of these dogs are either short-haired or not tolerant to the cold weather. None of these dogs deserve to be left outside during extreme heat or tornado warnings. What can I do to make a change in the county ordinances? I've already presented my concerns to the town council president during one of our monthly council meetings, but there has been no follow-up to my concerns by any of the counsil members, including the board president. Any suggestions?
