August 16, 2016 Board and Officers Meeting

On August 16, 2016, the officers and board members of the Newkirk Estates Civic Association met at Ray Schafferman’s house at 6:15 p.m. Those in attendance were Ray Schafferman, President; Debbie Tarker, Vice President; Mary Beth Coté, Treasurer; Dorie Galloway, Secretary and board members Brian Coté, Toni James, Bob Rogers and Mary Zickefoose.
Mary Beth Coté reported that dues totaling $3,970 have been collected to date. The deadline for payment without a late fee is August 31, 2016. At that time she would like to place a lien on the property of anyone who owes $150 or more in back dues unless payment arrangements have been made.
Mary Beth read the only bid received for snow removal. Kleen Kuts, LLC, owned by Brandon Castillo, submitted a proposal to remove snow from community streets once an accumulation of 2” is reached. The contract is for $1,700 for the 2016-2017 winter season. This bid was unanimously approved. Mary Beth will inform Brandon.
Ray Schafferman reported that both Ed Osienski and Tim Sheldon will come to the September Civic Association meeting to address the sink hole on Barbara Hanson’s property and the request for speed bumps to be installed on Phyllis and Longview. Ray reminded everyone that should it be decided to install speed bumps that anyone speeding will be ticketed even if they are a resident of Newkirk Estates. Ray will also invite Officer Perry Sorrels to attend this meeting once a date has been confirmed with Shue School.
Prior to the September meeting Ray will check with the managers of Bruster’s and Wawa regarding the status of his request that they contribute toward the cost of maintaining the street light at the development entrance.
As directed in Article VI, Section I, of the Association Bylaws a Finance Committee was established by the president which includes Treasurer Mary Beth Coté, Debbie Tarker, Toni James and Ray Schafferman, Ex Officio.
Ray has not been able to get ombudsman Christopher Curtin to commit to meeting with the Association officers and board members. This meeting is to address the process of putting liens on the home of residents who refuse to pay the annual dues, and to learn the process of having the New Castle County Parcels Search site corrected to indicate that our Civic Association is incorporated.
Toni James commended Mary Beth on her successful dues collection. All in attendance voiced their agreement.
Bob Rogers inquired about the request to relocate the USPS mailbox at the entrance to the community. Ray stated that Ed Osienski has not yet been successful at having that done. Bob and Ray discussed whether it would be legal for them to move the mailbox themselves but came to no conclusion.
A card and a gift to thank Donna Long for her years of service as president of the Association was discussed. Mary Beth will make that purchase.
Debbie Tarker reported that she spoke to Ed Osienski regarding people walking their dogs in the park area at the end of Longview but not cleaning up after them. Ed will look into having a large-print sign put in that area.
The meeting concluded at 6:55 p.m.
