Broken Controlers

I am very upset. I just bought a home in the subdivision a few months ago and the controlers to the gate one was broke, I called the number on the web site and was told that I had to buy this for $35!!I do not feel we should have to buy one when we just moved here and it was broken when we received it and you need it in order to get into the subdivision.Why do you have to buy it????
