The Board if Directors of the Northclift Townhouse Association met at 7:09 PM March 11, 2008 at the home of J. D. Brickhouse/Paul King (5965). The meeting was called to order by Anthony Pirrera, President, with the following members in attendance: Pam Holt, Treasurer (6024); Mary Beth O’Connor (6015); Lee Nino (5977); J. D. Brickhouse, Sec. (5965); and Joe Stewart, Property Manager. The following residents of he Association were present: Thomas Hallett (5967); Elide Pirrera (5971); Paul F. King (5965); Christine Weeks (5961); Jeff Woods (5935).

Upon motion by Lee Nino, seconded by Pam Hold and carried the minutes of February 12, 2008 were approved.

Upon motion by Pam Holt, seconded by Lee Nino the financial reports for February 2008 were approved.

Pam Holt also reviewed the spread sheets showing water usage for each of the four phases of the development. The average monthly bill for each phase is: Phase One -$54.08; Phase Two - $30.43; and Phase Three and Four was $26.03.

Joe Stewart gave his monthly report. The maintenance schedule calls for three roofs per year to be replaced, however due to lack of funds none were done last year. Last month units 6224/6226 were replaced. In phase one unit 6046 received new gutters. Unit 6035 had a broken sewer line that was repaired. The application to the City of Raleigh for stream stabilization was approved by the city council. Unit 5935 had some repairs to the deck.

The president opened the floor to the residents present to express their concerns.
- Thomas Hallett (5967) expressed his concern about the possibility of closing the pool. He prefers that it remain open.
- Christine Weeks (5961) asked why the pool was not covered. Mr. Stewart explained that it is cheaper to maintain a blue pool year round. She also asked about power washing the decks and unit.
- Jeff Wood (5935) wants his deck replace because he plans to place the house on the market. He has been requesting this for three years. His deck has had repairs made to it for safety. It is a six by eight foot upper deck.

President Pirrera explained that it would take approximately $35,000 to replace the seven front decks and two rear decks that are in need of replacement today. The Board has prioritized the decks based on the condition of each deck. The Association is not in the financial position to do that now. They will be done as money become available.

President Pirrera moved to new business. The first item was to determine if the pool would be open for the 2008 season. Due to the problems with the water bills exceeding the budget amount and expected to continue due to the drought and other factors it was explained that we could save $17,000 by not opening the pool. Upon motion by Mary Beth O’Connor and seconded by Pam Holt the board ordered the pool closed for this summer. Motion carried.

The next item discussed was the complaints concerning parking by residents and guest in unauthorized areas. Each unit is allowed only two parking spaces. Many have more than two vehicles and double and triple park vehicles as well as using visitor spots. President Pirrera appointed a committee to determine a policy to handle the situation. The committee is made up of Pam Holt, Chairwoman, Lee Nino, J. D. Brickhouse and Anthony Pirrera.

Lee Nino reported that he had contacted a firm to provide estimates to replace aging deck with ground level patios. He was authorized to continue working with the company to develop a realistic cost and present back to the board.

Joe Stewart presented a letter for board approval to the remaining units that have not had their plumbing inspected. Upon motion by Lee Nino, seconded by Pam Holt and carried the letter was approved with the insertion of a fine of $75.00 each month for failure to comply.

Joe Stewart discussed the delinquents.

Upon motion to adjourn by Mary Beth O’Conner, seconded by Pam Holt and carried.
