A Six-Signature memo is an instrument used by a city councilman to introduce a topic to be presented at a regular council meeting. He must write what the ordinance will do, and get 5 other council members to sign his memo before it can be presented as a topic to the council meeting. This is the wording of a six-signature memo introduced by Tim Baanwolf, District 9 and David Carpenter, District 10.

In accordance with the Part 150 Noise Study which was presented to the City Council during "B" Session this morning, we respectfully request your concurrence in directing City staff to implement the following two measures to achieve short-term relief for those residents surrounding the airport until the longer-term recommendations of the Part 150 Study can be implemented:
1)
Establish a new departure profile and perform appropriate testing for six months instructing pilots to use take-off thrust to 1500 feet then select climb power and continue climbing in order to have planes get up higher quicker (e.g., to get planes up to 1500 feet before crossing Loop 410) to diminish the noise over residential areas.
2)
Eliminate the intersection between the primary runway (12R-30L) and the alternate runway (3-21) by issuing a Letter to Airmen stating that "the end of runway 12R is at taxi-way November and does not extend into runway 3-21" This will enhance the airport's capability to function as a two-runway airport at any time instead of a one-runway airport, increasing the airport's ability to handle arrivals and departures.

Read the Six-Signature Memo wording carefully. Think about what it REALLY means.
Eliminating the intersection (Shortening the runway) will cause the North-South runway to be the only runway for Jet Traffic.
There are more homes in the area between the Eden Subdivision and the Airport than there would be if Jet Air Traffic is routed over Capital Cement (new departure profile). Population 11000+ to 5700.
IF the new "departure profile" is the 15 degree turn to fly over Capital Cement, it will kill your Home's value. I have been told that YOUR property value could go down by an average of 20% when this happens. I don't know if YOU can afford to lose that much, but I can't.
I'm willing to fight, take some time, spend some money to protect my home, my family, my life's investment. I think it is my RIGHT to keep MY neighborhood quiet and peaceful. I also want to keep my property value increasing, which is how it has been for the last 15 years. For others, it has been that way for over 25 years. Why should it change now? Because our representative gave in to pressure from another group?
The other day a Southwest airlines plane flew directly over Northern Hills. As I watched the plane slowly rise higher into the air, I noticed the black, sooty exhaust trail it was leaving behind. Where will this soot land? How much will there be when 124 more PER DAY fly over. I was told that I will have to clean my pool daily. My sidewalks will turn black. Car paint will be ruined. The air will be hard for us to tolerate. How can this be happening? Who would have guessed that a City Council could divert Air Traffic at will? I wouldn't have thought so a few months ago.
Please, people of Northern Hills, don't take this lightly. Don't put off doing something about it. It will impact your life as soon as this proposal is sent to the FAA!
The only way to stop this atrocity is to not allow council to pass the part of the resolution that changes the flight path to one that includes Northern Hills.
VETO THE 15 DEGREE TURN!
