The Noise experts (Wyle Labs) associated with Naval Air Station Oceana EIS indicated that the noise contours should include 60dba within the
noise contour analysis. Exact quote is:
. . ." For AICUZ Studies, as a minimum, DNL contours of 60, 65, 70, 75, and 80 db are developed". As you may be aware, Wyle Labs is a leader in residential noise abatement methodology and has authored a landmark document on behalf of the Navy & FAA entitled "Guidelines for the Sound
Insulation of Residences Exposed to Aircraft Operations". The inclusion of 60dba noise band will significantly increase populations exposed to
Jet Noise. It appears that Minneapolis has become very pro-active in addressing that impact and appears to have FAA support for that noise
band under FAR Part-150.
