Does Northwood Plan to Sue the City?

Northwood has at least five members on the Noise abatement committee, and at least four residents on the TAC that helped form the new Ricondo Proposal. This is a flyer being mailed to Northwood residents. I don't think they are happy campers in Northwood.

NORTHWOOD's
BEEN ABUSED


The airplane noise belongs to the airport. 65+ DNL noise level are unacceptable for residential living according to the FAA, and Northwood has been subject to more 65+ noise levels than any other neighborhood. The city of San Antonio is not in compliance with federal policies, while many other cities have already enacted and achieved noise relief for residents.


The City of San Antonio (the proprietor of the airport) has:

** NOT developed a fair runway use system

**NOT developed fair flight tracks

**NOT developed noise abatement procedures for departures or arrivals

**NOT developed ANY METHOD WHATEVER TO REDUCE NOISE

**Ignored the FAA-funded studies which clearly state that Northwood receives an unbalanced proportion of unacceptable airplane noise.

**Ignored the1975 Environmental impact Study which stated all this would happen

**Literally Ignores complaints from residents. A chart is produced once every three months stating how many people have complained. That's as far as it goes.

**Produced a new noise exposure map and data that is incorrect (according to or record-keeping and research)

**Wants to insulate our houses, taking away the enjoyment of our neighborhood and yards. An agreement must be signed that takes away our rights. This is in the place of any real noise abatement measures.

WHAT YOU CAN

DO TO HELP



**Get Involved... become a block captain to hand out information to your neighbors. We will distribute information to all block captains, and it needs to be shared.

**Get involved... attend the Noise Abatement and TAC meetings,. The next TAC meeting is September 30 at 10am at the airport, Terminal 1, mezzanine level. The next Noise Abatement meeting is October 5 at 12n at the airport. The more Northwood voices at this meeting, the less forgotten we will be...

**Get involved...the upcoming public hearing will preview the plans for the proposed "noise abatement program" and Northwood attendance is critical. The last public hearing in 1990 was well represented by Northwood residents, but Northwood still got railroaded. Let's make this time around work! Date is to be announced (close to the end of this year)

**Call our councilman, David Carpenter at 207-7276 or e-mail district10@ci.sat.tx or write 4131 Naco-Perrin Rd. or fax 207-7027 and let him know that he needs to do something about this noise. When the Riverwalk became noisy, the city fixed it... when we complain it is ignored. There are things that can be done NOW that will give us peaceful neighborhoods. This has gone on too long and we are tired of waiting!

**If all else fails...get involved and sue! We are currently setting up a team of attorney's to handle a class-action lawsuit against the city. Your block captain will keep you informed of the details

What's all this about?


Please realize that the FAA will not fund an airport's improvements when they find that our city council allowed residential development where there were known noise contours. By allowing development of Stone Ridge and Oak Ridge, the City has blown their chance to get the FAA to fund "noise abatement improvements".
