Newsletter dated September 15, 2007

This is the first in a series of newsletters that will be sent out periodically to make property owners aware of what is going on in our neighborhood.

Board of Directors: Property owners who attended the NWHPOA meeting held on August 18, 2007 at 10:00 a.m., in the court room at City Hall elected the following personnel to serve as the NWHPOA Board of Directors. David Criger; Art Gandy; Jimmy Hall; Russell Lee; Mike Norris; Walter Scott; and Jay Swindle.

Election of Officers: In a Board of Directors meeting held on September 08, 2007 the Board elected the following Board Members to serve as Officers of the Board.

Vote on Maintaining or Dissolving the Association: At the August 18, 2007 meeting there were several references and suggestions made with regards to dissolving the association. At this meeting property owners were advised that the association could not be dissolved until a Board of Directors was in place. As we now have a Board of Directors, we must conduct a quorum of voting members to determine whether this association will be dissolved or maintained. We intend to chair a meeting of NWHPOA in late October or early November. Additionally, we will mail out a proxy to all property owners. Property owners may vote in person at the meeting or by proxy. All proxies shall be in writing and filed with the Secretary. More information on this topic will be provided by separate correspondence after the next Board of Directors meeting to be held in early October.


Association Dues: The board discussed several topics during our meeting on September 08, 2007. One of those issues that is a major concern to some property owners is dues. There are two types of dues to be considered. The first is annual dues. Annual dues would cover the cost to operate and maintain the association, which we are addressing here. The second type would be for such things as capitol improvements to the community. These dues are not annual dues and will only be collected after a vote of approval by homeowners. Based upon current information, we project that the dues to be collected annually will cost the property owners less than $5.00 per month. These dues, which will cover each fiscal year (October 01 to September 30), will be used to pay taxes on common areas, liability insurance ($1 million) for common areas, grass cutting in the common areas, rental of a post office box, and a minimum of four mailings per year (envelopes/stamps). We will get additional estimates on liability insurance and grass cutting, but we believe that the estimates we have will be close to the final estimates that we get. All dues collected will be placed into an interest bearing checking account.

Traffic Signs: The board is concerned with the soon to be traffic increase on the streets of our neighborhood. A new road has been opened that runs from Robertson Road through the new 80-lot subdivision (Robertson Place) being constructed behind Timber Creek East, Northwood West Drive and Northwood West Cove that connects with Northwood West Drive. We will be meeting soon with our Alderman and Mayor, if necessary, to get a new speed limit sign and children-at-play sign installed at the entrance to Northwood Hills subdivision on Northwood West Drive. We will also work to get a new stop sign installed at the intersection of Northwood Hills Cove and Northwood West Drive. There are currently three 25-MPH speed limit signs and one children-at-play sign posted in our subdivision. The speed limit signs are posted at the entrance to our subdivision on Northwood Hills Drive, on Timber Lane East and on Timber Way South. The only children-at-play sign is posted on Timber Way North. For the amount of traffic and number of roads within our subdivision we feel that this number of signs is totally inadequate.

Street Paving: The board is also concerned with the condition of the roads within the newer sections of our subdivision. These roads were built by the developer (Reeves Williams) prior to home construction. Once construction of the homes was completed, the developer should have applied a finishing layer of asphalt. If there is still a bond on the roads, they can be paved and paid for from those funds, unless the developer is willing to do it. If the bond on the roads has been released, then the question would need to be directed to the Board of Aldermen and Mayor, as to who okayed that the roads were not in need of a finishing layer of asphalt. We will raise this question with the Board and the Mayor, if necessary, to determine whether Reeves Williams or the city is responsible for applying the final layer of asphalt.

Interface with Elected Officials: For the past couple of years we have not had a Board of Directors who could represent the property owners in decisions made by our elected officials that effected our subdivision, such as the increased traffic flow through our subdivision from Robertson Road and the Robertson Place subdivision. Given that we now have an elected Board of Directors we will establish a working relationship and work with our elected city officials to ensure that our voices are heard with respect to issues that affect Northwood Hills Property Owners.

Our Neighborhood: Our subdivision is located in a close proximity to the Historical Hernando Town Square. With quick access to Highway 51, I-55 and I-269 it is in an ideal location. This makes our neighborhood very attractive to prospective home buyers, should you decide that you would like to sell your home. Surely there are no property owners, within this subdivision who bought their homes with the intention of losing money. For most of us buying and owning our homes is one of the biggest investments that we will ever make. The vast majority of NWH homeowners obviously take pride in caring for their homes. The Board of Directors would like to encourage all property owners to please take an interest in the outside appearance and curb appeal of their homes and yards by routinely picking up trash and other items that contribute to an unkempt appearance. If we take pride in the appearance of our subdivision we are helping each other maintain and raise the value of our homes.
