Norton Area Neighbors

Has anyone heard anything about speed bumps being installed on Norton Street?  A few months ago, there was something laid across the street by 1105/1109 and we thought perhaps it was to measure traffic and the speed of cars going up and down the block - but we haven't heard anything about what this was for.  I think speed bumps are something that's REALLY important because there are so many small children living on Norton.  It's a miracle no child has been hit by a car.  Does anyone know where those few cars are from (a bright blue one, a white one, I think a black one)?  I swear they go about 60 mph past our house - too fast to get a license number.
