Nottingham Harbour Neighbors

I just bought my home in Nottingham Harbour, The home behind me burnt down I guess a while ago and sat vacant for quite some time, now they just torn the home down, I am over run with bugs, There are Roaches all around the fence and back yard where my yard backs to the vacant yard, and the Pool that is there is FULL of bugs and things swimming around in the green water, I am hoping someone can direct me in the right direction, of who the soeak to to have the Pool drained and the property fumigated, befire mine and my neighbors are over run ! Please advise ASAP before summer really gets here and the problum gets worse.
