I do not understand this statement. Are you talking about the amount of fines or an increase in tickets? Either way the State Auditor does not have the authority to ask for an increase in the fine amounts.

Can you explain this statement better Ms. White.

As I stated before the Village cannot make as a requirement that a candidate for elected office take a drug test. The State sets the requirements for a candidate. Currently that is that they be a registered voter and have lived for one year within the jurisdiction of the municipality where they are seeking election. It is uncleared if a municipality can add addition requirements.
Ohio Revised Code

The Ohio Revised code states that the municipality must request an increase in the amount of traffic fines.

They cannot arbitraily select or pass an increase. Valleyview did not request an increase from the state. Up until I left council the Village had collected $360,000 in fines from the passing of the ordinance.

The same thing happened with the September 10, 1995 raising the mayor and clerk's salaries. That was against the ORC.

I want Valleyview to prosper, but it can't do it by scamming the people.

The AGO nor Valleyview can decide what laws will be upheld and what will not. They do not have the authority.

You know that the Department of Public Works sent a letter to the Village on August 10, 2000 about the fraud in projects, but none of you would do anything. Pomeroy was paid twice for some jobs.

With all the money coming into Valleyview, the bills didn't get paid. It went somewhere. You know the auditor just does a random sampling. They saw these things and did nothing, because none of you would ask. But they stated in the paper that the money for IRS and the pension funds was due back. But still did nothing. I was attacked for bringing these thing to light.

I was looking out for the residents, the rest were looking out for the past council and Russolillo.

When you have people as mayor and council who don't want to ruffle feathers, you have a corrupt authority.

That is why no one comes to council meetings, they know no one there is interested in what they have to say.

What I have said are facts in record.

I had information on a murder. The sheriff's department told me they didn't want me inferring like I did in Valleyview. How can I fight the county and state authority by myself? But, I did think the people in Valleyview cared enough to fight for themselves and their families.

Can you please provide the section of the Ohio Revised Code that you are referring too?

While I applauded you for bringing some things to light Ms. White, I never agreed with your tactics and you never solved the problems. While I was on council we paid those bills and fixed the problems and put things in place to prevent things from happening again.

The Clerk-Treasurers were held responsbile for not paying the bills and they made resitution to the Village. Did it happen overnight? No, it takes time for things to work through the courts. In the end this was worked out in the best interests of the Village.

I have never disputed the facts with you Ms. White, just your interpretation.

When an Ohio Revised Code clearly states, ''You can't do it'', that means you can't do it. Jim Perto's ''opinion'' is his opinion not the law.

Your ''opinion'' is that Petro's opinion is law. Wrong ! The state legislation's opinion is the law.

What authority does Jim Petro have to do it on his own? He has no authority to change the ORC, and he has the audacity to want to be governor?

Who told the clerk or treasurer not to pay the bills? Wake up Paul, you know they said Russolillo told them not to pay.They didn't have the backbone to say anything at the time.

Who submitted projects to MORPC with fraudlent plans? Who then gave these invoices to be paid? Twice !! OPWC sent the letter to council. You and the others did nothing. You took money from the people of Ohio to do this.

We did get the bills paid, but at whose expense? I will not take the blame for defrauding these people.

A law is a law, no matter what you or anyone else say.I will not ''interpret '' it to cover for anyone.
