Are you currently having some work done ? If so, what type of work and did you have to go through Rickert ? What will I have to do , in order to be in compliance?

You need to submit an plan of what you want to do to Rickart. Get a permit from Liberty Township, or Delaware County? I am leaving it up to the contractor.
You can probably get buy if you are not doing anything that alters the grade, or your adds a fixed structure to your home,by just getting approval from Rickert. I would call them first.
I am sure they can guide you.

I did not, the point is:
No matter what you do, or who you want, you do have to get the permit if it is going change the slope of your lawn, add a perminant fixture, or not fit into the design of of the subdivision. It only makes sense.
Start with Rickart.
I will say again that the contractors here may be as good as any others. I did not want to look here because I did not want to have problems or issues with somebody in my backyard. It makes living here somewhat combersome.
