What is Partners Against Crime (PAC)?

Partners Against Crime (PAC) is a community based volunteer organization that brings together citizens and law enforcement, as well as city and county departments, to find sustainable solutions to community crime problems and quality of life issues.



What is PAC II?

PAC II is the District 2 division of Partners Against Crime. Members of PAC II focus their efforts on solving community problems in District 2 of Durham, North Carolina.



As members of PAC II, responsible citizens become part of the team finding solutions to community problems. Citizens work with law enforcement, as well as city and county departments, to achieve common goals – safer neighborhoods and an improved quality of life. PAC meetings and discussion groups provide a forum for citizens to alert law enforcement, city and county departments of problems as they arise. PAC II looks for information and ideas that promote a proactive approach to crime prevention and community development.



PAC II:

· Provides a forum where residents of District 2 come together to improve their neighborhood. This can be an effective way to resolve residents’ concerns and learn more about community problems.

· Gives District 2 residents an opportunity to participate in crime prevention and community development. Residents work with law enforcement, city and county departments to solve neighborhood problems.

· Provides information to educate and empower residents on how to access resources for crime prevention, safety and housing. This information can help with problems such as: abuse of alcohol, and other drug use, violence in the home and child abuse.

· Provides a forum through which law enforcement can teach residents how to prevent crime. For example, law enforcement officers can talk about ways to: safeguard homes and businesses, spot danger, respond to an emergency, become a less likely target for crime.



What kind of issues are we concerned with?

Residents in many neighborhoods share some of the same concerns and fears. These may include issues of:

· Safety: such as drug dealing and drug use, vandalism, robberies, violent crime, gun shots and children’s safety.

· Noise pollution: from loud music, shouting and automobile engines.

· Neighborhood appearance: including graffiti, abandoned autos, run-down buildings or property, litter and overgrown vacant lots.

· Traffic and parking problems: including too much traffic and reckless drivers.



How can I help make PAC II work?

· Get to know your neighbors. PAC works better when neighborhoods are united. One way to start is to knock on neighbors’ doors and introduce yourself.

· Join a Neighborhood Watch group. It’s your neighborhood – keep an eye on it. If there’s no group in your neighborhood, ask your PAC how to start one.

· Attend PAC II meetings. Get the word out on when and where meetings will take place. Encourage your neighbors to attend. Meetings can be a great opportunity to air concerns and agree on solutions.

· Talk to your community police officer. Report any suspicious activities. Pass along any information that could help the police prevent or solve a crime. Talk about your concerns, but don’t forget to show your support.

· Don’t wait for someone else to take the lead. Everyone in the community shares the responsibility for keeping our neighborhoods safe.

PAC 2 By Laws

PAC 2 By Laws, adopted 4/15/2002



Article I

Name

Section 1. The name of this organization shall be Northwest Central Durham Partners Against Crime; also know as, Partners Against Crime – District II (“PAC2”).

Article II

Functional Area

Section 1. The area served by PAC2 shall be Police District II, as defined by the City of Durham Police Department.

Article III

Purpose

Section 1. The purpose of PAC2 shall be to help communities within the Functional Area, as defined in Article II, find sustainable solutions to crime problems and quality of life issues, including:

a. to encourage and promote community pride in our District by providing a forum for neighborhood cooperation and activity;

b. to serve as a voice for our common community interests by acting as a liaison with governmental bodies and with institutions, schools, and businesses in and around our district, and to work with other PACs, community and neighborhood organizations on common concerns;

c. to serve as a focal point for maintenance and improvement of institutions and facilities serving our district including parks, schools and public safety services and to provide an avenue for district social activities;

d. to encourage and facilitate vigorous participation in all issues affecting our district including housing, community development, crime, illegal dumping, traffic and safety issues; and

e. other lawful purposes.

Article IV

Organization

Section 1. PAC2 was created under the power and authority of the City of Durham, North Carolina.

Section 2. PAC2 shall be organized as a community based volunteer organization that brings together residents, public and private organizations, as well as city and county departments to accomplish its purpose, as defined in Article III.

Section 3. PAC2 is one of five equal member affiliates in the City of Durham. Together the five member affiliates constitute Durham Partners Against Crime.

Article V

Membership

Section 1. Membership in PAC2 shall consist of any natural person, 18 years or older, who resides, owns property, or conducts business in the Functional Area, as defined in Article II, and has paid the annual dues (if any).

Article VI

Governance

Section 1. PAC2 is governed by the elected officers and voting members as provided in this Article. Unless otherwise provided, all business shall be conducted by a simple majority of voting members assembled at any regularly scheduled meeting, with each voting member having one vote.

Section 2. The fiscal year for PAC2 shall run from July 1 until June 30 of the following year.

Section 3. Elected officers shall consist of two (2) Chairpersons, Secretary and Treasurer. The term of each elected officers shall expire at the end of two fiscal year periods. Elected officers shall serve without compensation.

Section 3.1. A Chairperson shall preside at all PAC2 meetings and shall rule on any point of order or procedure. The Chairperson shall be the official spokesperson for PAC2 and shall execute its business as directed by the members.

Section 3.2. The Secretary shall be the official custodian of all PAC2 records, shall keep the minutes of all PAC2 meetings, and shall conduct all correspondence on behalf of PAC2. The Secretary shall perform other duties as may be directed by the Chairperson.

Section 3.3. The Treasurer shall keep and be responsible for all funds of PAC2. Funds given (if so designated) to PAC2 shall be deposited into an account in the name of Partners Against Crime District II (or NWCD PAC2 as decided by the elected officers and bank) and shall be withdrawn only by the Treasurer or the Chairperson after appropriate direction (approved motion) of the membership. All monies received shall be immediately delivered to the Treasurer for which she or he shall give a receipt, and all bills shall also be paid by the Treasurer. The Treasurer shall provide regular reports of all transactions and prepare financial statements as directed by the Chairperson. Under no circumstances shall monies be directed to any persons, organizations, groups or business without membership knowledge through an approved motion by the majority of the membership present at one of its regular meetings.

Section 4. Positions for elected officers are open to all PAC2 members. Individuals who are actively employed by or are officers in the City of Durham Police Department are not eligible for elective office.

Section 5. A vacancy in any of the elected officers during the prescribed term of office shall occasion the interim steps of nomination and election at the scheduled PAC2 meeting immediately following such vacancy until the position is filled.

Section 5.1. An individual elected to fill an office vacated during a prescribed term of office shall serve the remainder of the term.

Section 6. Each nominee for any of the elected offices must submit a written request to be placed on the ballot to the Chairperson during the scheduled PAC2 meeting in the month of April of each fiscal year.

Section 6.1. Nominees must be seconded by a PAC2 member prior to being placed on the ballot.

Section 7. Election of Officers shall be held annually by a simple majority of voting members present at a PAC2 meeting when such election is held.

Section 7.1. Beginning with the commencement of the fiscal year immediately following the adoption of these By-Laws, a Chairperson and Secretary shall be elected every other year.

Section 7.2. Beginning with the commencement of the first anniversary of the fiscal year immediately following the adoption of these By-Laws, a Chairperson and the Treasurer shall be elected every other year.

Section 8. In the event that an elected officer fails to perform his or her duties, the membership may at any scheduled PAC2 meeting, make a motion for a vote of no confidence. An approved motion for a vote of no confidence shall result in the initiation of a vote of the membership present at the meeting when such vote is taken. If at least two-thirds of the voting members affirm a no confidence vote, the officer shall be removed from office and the office shall be considered vacant as of the completion of the voting.

Section 9. Elections shall be held during the scheduled PAC2 meeting in the month of May of each fiscal year as defined in Section 2.

Section 10. A voting member shall be any resident of Police District II, 18 years or older, who is present and has provided her or his name and home address to the Secretary at such meeting when a vote is taken. Individuals who are actively employed or are officers in the City of Durham Police Department are not eligible to vote.

Section 10.1. Each voting member shall be entitled to one vote. No proxy or absentee voting shall be permitted.

Section 10.2. Voting shall take place on the designated election day.

Article VII

Committees

Section 1. The membership may from time to time establish such standing or special committees as it deems necessary or desirable to accomplish its purposes and duly adopted policies.

Section 1.1. Whenever the membership establishes a committee, it shall give that committee a charge, and appoint from among the delegates a chairperson or co-chairpersons. Members may permit persons who are not members of PAC2 to serve on any committee created under this section.

Section 2. In addition to such other committees as the membership may establish there shall be an Executive Committee (Board), composed of the Chairperson, Secretary, and Treasurer.

Section 2.1. If for any reason the membership cannot take an action in a timely manner, the Board, with unanimous consent may take the needed action that will be reported at the next scheduled meeting.

Article VIII

Meetings

Section 1. PAC2 shall conduct monthly meetings at such times and places as may be necessary to accomplish the purposes for which it is organized. The Secretary shall coordinate the delivery of notice of meeting to members no later than two days prior to such meeting.

Section 2. Every year during the month of May, the Chairperson shall call an annual meeting of the members at which, in addition to other business, elections shall be held for the offices of Chairperson, Secretary and Treasurer.

Section 3. The procedure for each meeting shall be governed by the Chairperson in a manner consistent with the By-Laws and general principles of fairness, courtesy, and the orderly dispatch of business in accordance with the Robert’s Rules of Order Newly Revised.

Article IX

Amendments

Section 1. The By-laws may be amended by a two-thirds majority of the voting members present at the next regularly scheduled meeting following an approved motion to amend.

Article X

Dissolution

Section 1. In the event PAC2 becomes inactive or dissolves, all monies in the general fund shall be distributed to a tax exempt, community oriented institution or organization approved by the majority of the members at the time of dissolution.
