THINGS HOA SHOULD CONSIDER ESTABLISHING
1 - PO BOX- All commutations & complaints between board and members should be in writing. The PO BOX number should be published on web site & in each meeting minutes. All complaints & board actions should be documented in writing and not handled verbally. 2 - MEETINGS NOTICES - The HOA Board should consider meeting at least every quarter, 4 times a year to keep the members informed of their progress. Meeting minutes and notices should be in writing and mailed out to members in a timely manner. 3 - MEETING MINUTES - The HOA Board should take minutes of every meeting & the secretary should publish them in writing in the Quarterly Meeting notice. When in doubt "document". 4 - BUDGET - The HOA Board should establish a realistic budget in writing as to what they propose the aprox $ 28,000 on. The budget & dues should be voted on & approved by the HOA members. No monies should be spent on any item unless brought up at the meeting and voted on approved by the HOA members. 5 - EXPENDITURES - The HOA Treasurer should give an account of monies received and expenditures at each meeting. The report should be recorded in the meeting minutes and distributed to the HOA Members. Where did this list come from? It is not part of the declaration, dcertificate of incorporation or the by-laws. Whoever gave you this should read the Delware Constiution. It states that, in the absence of an management company, then the address of the President is the address. No expense for a PO Box. |

This is direclty from the Delaware Constitution "The principal office of the Association is located at the home of the acting President of the Association, but meetings of members and directors may be held at places designated by the Board of Directors within the State of Delaware, [name of county] County". We want to save money. I personally don't see why complaints and business can't be sent to a home address.
