Pass the word to other residents that bicycles are being stolen in broad daylight right in front of the houses. Kids should not leave their bikes out the problem is when they go to other kids houses. Kids should put locks their bikes when they leave them out.
Using an engraving tool to put identification number on bikes would be helpful or painting a number on the frame.
