Meeting Minutes May 24, 2005

Attendance: See attached Sign-In Sheet.

Location: Smoky Hill Library, Conference Room A.

Order of Business:

1. Call to Order by David Peppard at 7:05 p.m.
2. Old Business.
A. Mr. Peppard reported that the Netherland Entrance sign has been completed.
B. Lawn Doctor has been hired to provide weed control spraying and tree root feeding. There was a misunderstanding on Lawn Doctor’s part as to the entirety of the area they were supposed to be spraying for weeds, but that has been addressed and will be corrected.
C. Trash pick-up is being performed by Ann Monson on a weekly basis.
D. Flowers and shrubs have been planted in the flower beds at the north and south corners of Picadilly and Dorado. They are being watered by David Peppard and Warren Ediger until they root and become hardy enough to be drought tolerant.
3. New Business.
A. Ann Monson reported that the railroad ties for existing flower beds at the Netherland entrance are in disrepair.
B. Scienturfic has been contacted to evaluate existing trees in the common areas later this year to plan for removal of any dead or diseased trees and to replace them with new ones.
C. Discussion as to whether the website should include a listing of Parkborough home-based business listings concluded with Mr. Peppard agreeing to post information on the Parkborough HOA website if anyone wants to provide him with information concerning their business listing.
D. Questions remain as to whether Parkborough HOA holds a title for the “common area” land which runs along Picadilly to Netherland and along Dorado. This will be important to decide should SB100 pass into law.
E. Kim Ries reported on events which have been discussed at the past five CenCON meetings. Of most importance is the SB100 legislation that has passed through both houses of the Colorado Senate. It is currently being viewed by Governor Owens who has veto power. The bill would mandate that the Parkborough Homeowner’s Association fall within the auspices of SB100 due to the “common area” land which runs along Picadilly to Netherland and along both sides of Dorado. Ms. Ries’ presentation included a short analysis of what SB100 would mean to Parkborough and the fact that it would require a complete overhaul of Parkborough Covenants and By-Laws. More discussion will be necessary should the bill be enacted into law.
Ms. Ries also reported that Arapahoe County Commissioners have approved the sale of land kitty-corner from Rite-Aid. Developers will build 115 multi-family units (about 20 buildings) on that property.
Ms. Ries also reported that the City of Centennial has recently hired two Code Enforcement Officers who are authorized to issue tickets which will be prosecuted through the City of Centennial’s municipal court. The number to call for code violations is 303-734-4567. Code enforcement officers will evaluate: inoperable/unlicensed vehicles, animal control, parking and oversized vehicles, home-based business guidelines, weeds/brush standards, outside storage, and fence maintenance.
Finally, it was reported by Ms. Ries that the HOA should contact the City of Centennial’s Public Works Department to apply for evaluation of street lighting in this community and apply for funding if Public Works determines the need for additional lighting.
F. Ms. Monson presented a Treasurer’s Report. Approximately 125 homeowners out of 600+ homes in the area have paid their dues.
4. Open Discussion:
Questions arose concerning the maintenance of Pioneer Park and suggestions were made to contact the Arapahoe Parks and Recreation District.
Gang and drug related incidents, as well as teenage curfew violations were discussed with regard to the intersection of Odessa and East Powers Place.
5. The next full meeting of the HOA will be on Tuesday, October 25, 2005 at the Smoky Hill Library. Meeting was adjourned at 8:30 p.m.
