The Pasadena Planning Department has been working with neighbors and other interested parties in comming up with a ''Specific Plan'' for N. Fair Oaks Ave and Part of Orange Grove Boulevard. There has been quite a bit of discussion about how to eliminate existing blight, and such zoning issues as height, set backs, landscaping, uses, and density.

There also has been questions about public infrastructure, and whether there are adiquate schools.
