Annual Meeting:
The turnout at the annual meeting was somewhat disappointing with less than 20% of the members present in person or by proxy.
SAFFE Officer
A SAFFE Officer (San Antonio for a Fear Free Environment) was present at the meeting. Officer James provided information regarding the COP (Cellular on Patrol) Program and the Neighborhood watch program.
Residents interested in joining the Cellular On Patrol Program must attend two-four hour classes and can ride-along with a police officer. The classes provide information on how to recognize crimes and provides contacts at city departments. Check the web for class schedules at www.ci,sat.tx.us/sapd.
Residents interested in joining the Neighborhood Watch Program must get 80% of the residents of their street to join in and attend four classes. Please contact 207-8350 for upcoming class information.
HEAT Program
You register your vehicle and give police officers authorization to stop your vehicle between the hours of 2-5 am (when the majority of auto thefts occur).

National Night Out
We discussed scheduling block parties for National Night Out on August 1st. More information will be provided at a later date.
Speeding
We were informed that radar had been run on six occasions with four citation issued for speeding. The most excessive speed noted was 41 mph. The speed limit within the community is 30 mph.
The board discussed the possibility of installing a nice sign at the entrance of the community asking residents and guests to dive 20 mph (this is contingent upon the location of the setback line, the size and wordage of the sign, and would have to be approved by the city).
In addition, the board discussed and reviewed the status of concerns brought forward at the annual meeting. Specifically, the board discussed the following:
Airport Traffic (read another view and different 'facts' on this issue here}
At the annual meeting, a member expressed concern of a plan to alter the direction that airplanes take off from the airport and that they would by turning directly over Pheasant Ridge. After the meeting, the management company contacted the City of San Antonio regarding this issue. The following proposal has been forwarded to the FAA for approval (the FAA could take anywhere from 18 months to five years to approve this recommendation. Once it's approved by the FAA, the City Council will also vote on the issue before the plan can be put in place).
The planes would takeoff to the Northeast and would immediately bank over the quarry area. The planes would gain more altitude and go over the neighborhoods on the northeast side of town (including Pheasant Ridge). The consulting firm and the city report that due to the altitude these neighborhoods should not be burdened with even 1/4 of the noise of the current neighborhoods such as Vista del Notre, Oakwell Farms, and other neighborhoods along the inside of loop 410 between Broadway and Starcrest.
This proposal was prepared by a consulting firm commissioned by the city after performing a study of abating noise in areas around the airport (which are currently living with all of the noise) and recommendations for other flight plans.

Shredding of Lots and Land
Immediately following the annual meeting, Continental Homes scheduled to have their lots shredded and requested the land developer to do the same. It was later noticed that all the lots were not cleared and Continental Homes is currently making arrangements to have the job completed.
Mailbox for Home on Stormy Dawn
On May 17th, the slab for the mailbox was poured and the actual mailboxes were installed on June 5th.
Leaning Tree on Empty Corner Lot
The leaning tree that was rubbing on the roof of a neighboring home was removed on May 23rd.

The board discussed the Pheasant Ridge website which was constructed by Mr. Leo Ukleya and Mr. Turk Menzil. The board discussed the need to have a disclaimer on the website that is not associated with the homeowners association and agreed to write a letter to Mr. Ukleya and Mr. Menzil inviting them to the next board meeting and to work with the board to provide accurate association information to the membership. The board has not had any input into the development of the web page at this time and is not represented by the website. Webmaster's comment: You should know that the board, the management company, nor Continental Homes, after being notified on the website in 1998 and asked for input, has never contacted us. We will be happy to work with the board and are wondering what has taken them so long to contact us.
Nearby Pools Which Offer Memberships
The board noted that High Country and Northern Hills offers pool memberships.
Welcome Committee
Mr. Johnson and Ms. Pixley agreed to review the current welcome letter provided to all new owners by the association, add information, and start up a welcome committee to personally welcome new owners. Mr. Christa reported that he could fax or email a list of new owners each week to Ms. Pixley.
Social, Newsletter, Safety, and Park Committees
The committee lists will be delivered to Mr. Johnson and Ms. Pixley this week and committee volunteers will be contacted with a meeting date.
September Town Hall Meeting
The board discussed calling a Town Hall meeting at the end of September. This meeting would be a discussion meeting to allow members an avenue to discuss issues, concerns, and ideas with the board.
The ACC Committee
Currently, the Architectural Control Committee is under the control of Continental Homes, and is a standing committee (members are not elected). Three people make up this committee, who are employees of the company. The members of this committee will resign when the last home is completed and sold.
Requesting Approval
As a member of your association, you must request approval before making any improvements to your home or lot. The purpose of the ACC is to ensure that the community always remains as nearly as possible in appearance as when it was first developed. As a result, the ACC ensures that property values will remain constant.
The documents outline projects which need approval. In general, you should submit a request to the committee for any improvements which alter the exterior appearance of your property. For example: storage sheds, patio covers, and play structures. This includes item that may not easily come to mind such as storm doors, brick flower beds, guttering, staining your fence, and repainting your home a different color.
If you are considering a project that will need approval by the ACC, you must include the following in writing:
1. Your name, address, and phone number.
2. The proposed change (i.e., storage building, swimming pool, repainting your home with a different color, satellite dish, installation of storm doors or gutters) and all specifications about the change. This includes color, dimensions, materials to be used, and any other pertinent information.
3. The name, address, and phone number of the contractor who will be performing the work, if applicable.
4. A copy of your individual plot plat map (included in your closing documents). Be sure to highlight where the change will be placed and its dimensions on your map.

Use Restrictions Violations
The following violations of the use restrictions have been continually noted during property inspections:
Parking and storage of boats and trailers either in driveways or on streets.
Storage of broken down vehicles either in driveways or on the streets
Parking of commercial vehicles either in driveways or on the streets
Placement of basketball goals in violation. Basketball goals must be placed 15' from the front property line (this is generally 20' from the front curb).
We urge all members to read through and become familiar with the Declaration of Covenants, Conditions, and Restrictions of the Association and make arrangements to correct any current violations. You should have received these documents from the title company at closing. If you did not, please contact the title company immediately.
