New Business:
 Ice Breaker - Everyone introduced himself or herself.
 Jim Beason
 Why have a Homeowners Association - To ensure property values go up.
 Homeowners Association is not fun - "officers become most hated."
 Need Permission of all Developers (Marvin Parker/Taylor Golden/Others?) in order to start a Homeowner Association.
 Homeowners Associations are created for the whole subdivision, not by Phases.
 Builder (Marvin Parker owns all undeveloped Lots) will have most votes since they own most of the land.
 A Property Management Company (there are 10 in the area) usually charge $4 a home/lot.
 We will need to elect people to an Association Restrictions Committee (ARC). They are responsible for interpreting the Restrictions.
 If Codes & Developer do nothing to help you after contacting them, try calling the Mayor (Ray Williams)
 When contacting Codes or the Developer, always keep a paper trail of whom you talked to, what was said, and when it took place.
 Legally, Marvin is responsible for enforcing Restrictions since he is the President of the currently existing Homeowners Association. We need him to either turn over his votes or cast them so we can elect officers.
 Our next steps are:
1. Speak with Marvin Parker about turning over the Homeowners Association to the Homeowners.
2. Elect Officers - (5 was suggested) to establish dues.
3. Elect members to ARC (Association Restrictions Committee).
4. Employ a Property Management Company to be the bad guy.

Round Table:
 Bill Reiger - Taylor Golden should be handing out a copy of the Restrictions at each closing. - (See Action Item AI-6).
 Joy Lucente - We should have a Petition to request that Marvin Parker and Taylor Golden turnover the Homeowner Association to the Homeowners. - (See Action Item AI-7).
 Rachel - Concerned about dues. She moved here because a Homeowners Association did not exist.
 Jack Winter - Concerned about Marvin having control over Restrictions. He can change the Restrictions without our approval, without telling us, and he doesn't enforce them.
 Joy & Dean Milke - Joy Lucente read an email explaining their concerns about the Restrictions regarding fences 6 ft off property line/storing items under decks that are not enclosed with lattice/removal of stone wall at entrance/they would love a playground. Also, Tuesday nights are not a good night for them to participate. A Poll of which night is best will be taken to determine the best night to have the meetings - (See Action Item AI-8).
Attachment #1:

Petition for Maintenance 07/24/01

We, the Homeowners of Pipkin Hills Subdivision, would like for the city of Spring Hill to address the following issues with our subdivision:

1. The front entrance road, Pipkin Hills Drive, has been damaged and we, the homeowners of Pipkin Hills, believe the road to be unsafe for driving. Please finish fixing the front entrance road to ensure safe driving conditions.
2. There are building materials scattered through out the subdivision that we, the homeowners of Pipkin Hills, believe the building materials to be unsafe, especially for our children. Please contact Marvin Parker to enforce Spring Hill City Codes to have these building materials removed.
3. The drainage in the subdivision has not been corrected. Although attempts have been made, the problem still exists including standing water the size of a large pond that remains for more than the allowed 48 hours and during a rain storm, flowing water the size of a large stream can bee seen going down Pipkin Hills Drive. Please contact Marvin Parker to enforce Spring Hill City Codes to have these drainage issues corrected.
4. All of our mailboxes are required to match per "Restrictions for Pipkin Hills Subdivision" as filed with Williamson County Book 1629 Page 877. Please contact Marvin Parker to enforce this restriction regarding this issue.
5. Marvin Parker has removed the trailers that sit at the front entrance of the subdivision, but he left signs, bails of hay, and other junk that is considered dangerous. Please contact Marvin Parker to have the junk removed from the subdivision.
6. There are streetlights that are either blown out or have never worked. Please fix all streetlights that are currently not working.
7. Manholes are too high on Pipkin Hills Drive and Tyler Ct. and have caused damage to vehicles driving through the subdivision. Please either raise the road around the manholes or paint them to make them visible to all drivers.
8. Many of the undeveloped lots contain weeds and grass that are more than six inches tall on a consistent basis. Please contact Marvin Parker to enforce Spring Hill City Codes to have these undeveloped lots maintained on a regular schedule.
9. The entrance, where it meets Duplex Rd., has an inadequate amount of room to allow vehicles to turn into Pipkin Hills Dr. without reducing their speed disproportionately to other traffic on Duplex Rd. This creates a safety hazard for residents.

Petition for Control of Homeowners Association 07/24/01

We, the Homeowners of Pipkin Hills Subdivision, would like Marvin Parker, the current President of the Pipkin Hills Homeowners Association, to turn over the Pipkin Hills Homeowners Association to the current Homeowners. We would like to elect officers to lead the Homeowners Association giving each lot equal representation when enforcing or changing the Restrictions for Pipkin Hills Subdivision.
