What is a NEPCO?

Northern El Paso County Coalition of Community Associations

NEPCO was incorporated as a Nonprofit Corporation on June 1, 2000, by the state of Colorado. NEPCO was formed by residents of homeowners associations in northern El Paso County as a means to (1) collectively influence the growth and development in northern El Paso County through structured and pro-active interaction with county planning officials and land developers, (2) share information among constituent homeowners associations that would be useful to all in managing their associations, and (3) address issues within the constituent homeowners associations that have bearing on other homeowners association’s areas of interest and responsibilities. NEPCO is a coalition of homeowners associations, and residential areas not formally homeowners associations yet, that uses the power of numbers and collective wisdom to support good growth management through planned development, to protect property rights, to encourage beautification, and to maintain a high quality of life in northern El Paso County.

NEPCO’s Land Use Committee provides the forum and procedures for NEPCO to formally address development proposals provided by the county. NEPCO’s Land Use Committee has conducted over 30 actions since NEPCO was formed in June 2000. These actions have been primarily in-depth reviews of county planning proposals such as re-zoning or new development plans. NEPCO has established a good working relationship with the County Planning Department. The county sends NEPCO all sketch plans, preliminary plans, and re-zoning requests for NEPCO’s review and comment. The county planning department respects NEPCO’s inputs because NEPCO’s process is thorough and systematic, the comments are constructive, the reviews exhibit common sense, and NEPCO represents over 10,000 voting homeowners. NEPCO’s reviews of county plans have resulted in many changes to the original plans – for the betterment of NEPCO’s constituent homeowners associations.

NEPCO holds general membership meetings every other month (six meetings per year). NEPCO association representatives attend the hour and a half meetings where NEPCO’s Land Use Committee chairman presents the status of county development activities as well as NEPCO’s review and response to these plans. Each meeting includes a short informative program designed to be of use to all homeowner associations and residential areas in the NEPCO area. A roundtable of all attending homeowners association representatives allows information to be shared among the homeowner associations. All homeowner associations, and residential areas not yet incorporated as a homeowners association, in northern El Paso County are welcome and encouraged to join NEPCO.

NEPCO's Mission
To facilitate communication and interaction among the homeowners associations and residential areas of northern El Paso County in order to exchange ideas on topics of common interest to the constituent associations and to develop collective responses to the county on issues affecting the quality of life of NEPCO member associations.

NEPCO's Purpose
The purpose of the Corporation shall be to promote a community economic, ecological and sociological environment in which a high quality of life can be sustained for constituent associations, their members and families in northern El Paso County, Colorado, and to carry this out by:

1. taking necessary steps, on a nonpartisan basis, to protect the property rights, however manifested, of the members of the constituent associations,

2. encouraging the beautification and planned development and maintenance of northern El Paso County, Colorado, by various governmental agencies as may affect the constituent associations,

3. providing a forum for the free exchange of ideas among and educational opportunities for representatives of the constituent associations, and

4. serving as an area-wide point of contact for interaction with various levels of government and others regarding land use matters which impact the quality of life within the constituent associations and of their members.
