Does anyone have any ideas about how to get more neighbors to attend the neighborhood association meetings?

Problems bring people

It seems that people only come to the neighborhood meetings when there's a problem in their area they need help with. The funny thing is, if more people came regularly to the meetings, we would be able to head off the problems, as a group, before they got out of control. People just don't seem to get it!
