Review Period Begins for the Draft Update of the Urban Forestry Management
Plan

The urban forest is the complex system of trees, smaller plants and other
associated organisms that surround us and contribute to the quality of our
daily lives. A healthy urban forest provides social, economic, and
environmental benefits to the community and plays an increasingly important
role in the City's efforts to restore the quality of its rivers and streams.
A properly managed urban forest is an asset that increases over time - one
that provides service as well as beauty to Portland's residents.
The adoption of the first Urban Forestry Management Plan in 1995 was an
important step in raising awareness about the value of Portland's urban
forest and recognizing the roles played by Portland's Urban Forestry
Commission, the residents and many organizations, city bureaus and agencies
who manage it. Since 1995 there have been many changes that make it
important to revise and update the plan. Among them are new federal
environmental mandates, increasing numbers of players involved in resource
management, the increasing complexity of rules and regulations, and a
cultural shift toward sustainability.
The updated Urban Forestry Management Plan is intended to improve and
coordinate the management and administration of Portland's urban forest. Its
goals are to:
?· Protect, preserve, restore and enhance Portland's urban forest;
?· Promote stewardship of the urban forest:
?· Provide equitable urban forest benefits for all residents of the city.
The draft plan includes eight key recommendations and specific actions for
each. The recommendations address issues relating to coordination,
documentation, and expansion of the urban forest. Regulations, funding,
development incentives and education are also addressed.

Portland Parks and Recreation and the Urban Forestry Commission collaborated
with the many City bureaus and other agencies and organizations that manage
Portland's urban forest to develop the draft plan. Realizing the vision,
goals, and recommendations of the plan will require their continued
commitment and cooperation along with the support of Portland's leaders and
residents.

Portland, OR. 97204. The comment period continues through November 30, 2002.
