Doug Sinclair opened the meeting at 11:15.

Building Committee ?– Howard Hecker

Howard stressed the importance to submit new construction plans to the board for approval. He said the approval process has a turnaround of about one-week to 10 days. New construction includes changes to any exterior surfaces from the concrete slab, porches and roof.

Potato Patch Park Committee - Steve Larson

Steve said the park is in good condition and we had the normal amount of seasonal water damage. There are channels at each end of the park that need to be covered.

He also said that the park clean-up equipment, including mowers, are being stored at the Larson and Lagerman cabins. Bill Howe will research estimated costs to pour a slab and build a shed in the park to store all the community equipment.

Potato Patch Community Water Company ?– Doug Sinclair

Some of the projects that are scheduled to be completed this summer include replacing eight meters that have been identified to be defective, painting the water tank and re-burying conduit that was exposed during the winter months.

Treasurer?’s Report ?– Doug Sinclair

Doug reported on balances in our Tempe Schools Credit Union PPOA accounts as of 5-31-05. There was $80.07 in the prime share, $447.24 in the checking and $10,158.21 in the money market account for a total of $10,685.52.

In addition, he reported a balance of $39,981.32 in the PPCWC account at Wells Fargo Bank and that the water company is debt free.

The By-Laws has been reviewed by the homeowner?’s association attorney to ensure it complies with the current Arizona Revised Statutes. The proposed version, along with a ballot, will be mailed to the community with the annual meeting minutes.

A Rules and Regulations committee has been formed to identify and propose rules of conduct for the community. The following members were introduced and the committee will have its first meeting after the picnic:

Doug talked about fire concerns and the need to become proactive as a community. Among issues that were discussed:

?· There is a water trailer and pump in the patch but they are rusted out and inoperable.
?· The fire service has been leaving fire hazard notices on cabins that need to remove dead foliage and debris from their roofs.
?· As a safety measure, community members should have long hoses at their cabin hooked up to a water spigot. Water lines don?’t need to be turned off during the summer.
?· All cabins should have a CB tuned to channel 4 for emergency information.
?· Property owners should remove dead trees and slash from their lots. There is a dumpster in Prescott Valley, by the Napa store, that charges $15.00/ton debris.
?· Posting a large laminated map in the park gazebo that shows escape routes in the event of a fire.

?· The members at the meeting voted to make a $1,500.00 donation to the Walker Fire Protection Protection Association (WFPA) in the name of Potato Patch Owner?’s Association.

The board would like to get member involvement in identifying ways the community can become better prepared for emergencies.

Another project the board is interested in pursuing is updating the website to include community issues, newsletter items and approved paint colors.

Larry Regen offered to bring soda and ice to the Labor Day meeting on Sunday, September 3rd.


Doug closed the meeting just prior to noon.

PPOA board issues:


1. Steve Larson has offered to paint the water tank with the same paint is he using for his cabin. Norm will check with other people that have painted water tanks to see if we need to use a certain type of product.

2. We received a revised version of the By-Laws from the attorney, and will be mailing it to the community with the annual meeting minutes.

3. Our broker has provided a quote for increasing the board liability policy to $2M. It will be necessary to request an umbrella policy

4. Doug brought up the fact that there have been many fires this summer and that the community needs to be especially proactive. This includes cleaning dead foliage off rooftops and removing dead trees/slash from lots. He suggested the association look into the cost of bringing up a dumpster a few times a year to encourage property clean-up. He also suggested making an escape map available to the community in the event of an emergency.

5. Doug also suggested the association look into the cost of a trailer and water tank to fight fires in the community and a generator in case there was a power outage.

6. The board will suggest community participation in committees for fire safety and property clean-up at the community meeting.

7. Howard, Steve and Larry?’s board terms are ending this year; all three have offered to run for re-election at the annual meeting.

1. Susan told the board that the three community members that were sent past due letters in May have paid in full.

2. The board needs to determine how to calculate water fees in excess of 2,000 gallons per month.
