POTATO PATCH OWNERS' ASSOCIATION MEETING 9/01/02

SUNDAY SEPTEMBER 1, 2002.

President, John Clark, called the meeting to order at 11:05 a.m. Members of board present were John Clark, President; Darren Frame, Vice President; Dave Gourley, Treasurer; Howard Hecker, Building Committee; Steve Larson, Park & Recreation and LaDonna Howe, Secretary. John Clark asks everyone to accept the minutes of the July 4th meeting as published. The motion was 2nd by Dave Day and it was unanimously approved by everyone present.

TREASURER REPORT:
Dave Gourley reported that we have $52 in savings account, $2,877 in checking account and $9,505 in our money market account. He told us that 70 homeowners are delinquent on their dues. Our dues are $45.00 per year, if you have not paid please send a check to Susan Corey, 7336 S. Heather Dr., Tempe, AZ 85283

PARK & RECREATION REPORT:
Steve Larson thanked Larry & Kristy for the 4h of July park cleanup. John Larson, Steve's wife, Patty and kids for helping with the park clean up for this meeting. The trenching for our water company electrical update has caused ground damage to the volleyball and horseshoe pits. Steve will install our new flagpole when time permits. Steve said that the baseball backstop needs to be extended and the field re-seeded. Steve asked for volunteers for the Spring cleanup and re-seeding.

CC&R REPORT:
John ask Nelda Crowell for a CC&R's update. Nelda graciously deferred the update back to John. John told us the new CC&R's have passed in all four units with a 76% approval rating. Approximately 24% property owners (mostly vacant lots) did not respond at all of these were counted as a 'NO'vote, 8 property owners did vote'NO". The new CC&R's Will be registered with Yavapai County before January 1, 2003.

WATER COMPANY REPORT:
Darren Frame gave us an update on the new Water Board, Richard Demers, #106; Lee Kost, #52; John Covert, #131; Jay Hamlin, #71 & 72; Norm Crowell, #89; John Clark, and Darren Frame (serving as President for 1 year). Sue Corey is Administer.

Re-piping is to start the 2nd week in September. The first of the re-piping will be down Poachers Road to Aspen then up Aspen; a new line will be put in from the current well to Aspen.

Harry Topless brought up the discussion of the standpipes. It was explained that these would be stubbed in for now and once the Water Board determined a suitable solution they would be completed and ready for use. Subsequent to this meeting we were contacted by Mr. Bob Curry related to Walker Fire. He pointed out that the standpipes are of Zero value to the Walker Fire Dept. Further study on this issue is warranted.

Competitive bids to install two new wells are being obtained. Once all of the paperwork has been taken care of two new wells (4 to 6 weeks) the wells will be drilled, a 200'well at the park and a 400' well by the water tank.

PPWC has made a proposal to the Arizona Corporation Commission to become an adjudicated water company. This requires the approval of the county commissioners; the purpose is to allow the elected Water Board the ability to make decisions on our behalf. It has been suggested that we all submit a letter stating our approval to the Arizona Corporation Commission, an example of the letter will be forthcoming.

A question regarding water quality was brought up; it was stated that all new wells must meet the ADEQ water standards. Our new wells will be tested as required by law. Our current well, which was brought on line after our old well went dry, is producing water with less of the 'orange' factor in it.

There are only three outstanding water accounts, and all have made arrangement to catch up. Dave Goudey pointed out that if you choose to sell your property, all outstanding water company loans must be paid in full by closing; the five year notes can not be transferred.

We will be using some monies from our $150,000 bank line of credit to finance approximately half of the new wells and re-piping. Prescott pump is doing the initial re-piping. The PPWC will be accepting bids on the balance of the near-term work to be done. PPWC telephone line will have an updated message advising when we expect any water outages due to construction.

COMMUNITY NEWS:
Deek brought up the fire trailer located on Treehouse, some work has been completed more is needed before it has been fully usable.

So far Yavapai County has not lifted the ban on open fires. We are still in a drought situation. John repeated the fact that our bacon was saved by a few property owners. On September 7th we had a lightning caused fire at the end of Short Circle, thankfully, again we had alert neighbors and a soaked forest, from the heavy rains over that weekend. Walker Fire, and the Forest Service moped up the problem.

The Foxes, #93, got a dumpster to clean up around their property, during a time of drought this could be very beneficial. It was also noted that Lot #22 has done a lot of clean up. Fire pits that are not up to code should be removed. It is required that all firepits have screening and a spark arrester. Gas barbecues are okay to use. Everyone should have at least one fire extinguisher at his or her cabin. Remember if you have any suggestions please pass them along on the PP web site.

There are surveyors placing stakes where under ground cable and telephone lines will be. Susan has a fee sheet from the company that is going to install the cable for phone and intemet hookups (56K or DSL).

A suggestion was made to have a sign up sheet for a tree cutter to cut down all of the dead trees in the Patch. Pruning trees can help in the prevention of spreading fires. Contact Susan Corey (480 839-0706) if you You would like to add you name to the list.
