Sure seems the contractor did a poor job but walkd away with $2 million and we lose a historic landmark, plus may even violate the National Historic Landmark Status granted a few years ago.

Is this the future of Pawtucket decline?

Doesn't say suggested by whom, but I'm guessing it was nowhere near an official proposal. Removing the tower would cost as much if not more than repairing it.
