Quail Acres

After coming home from work yesterday, I was out in my backyard.  I live on a cal du sec and a man with a backpack and something like a cell phone was in his hand and he walked several times just around the end of the street looking at this item in his hand.  There was no vehicles or anything logo on his clothes saying if he was with the utilitiy departments or not.  Is any one else aware of what was going on yesterday.
