Yes, that it does. Dogs are allowed in common areas, but not on the playgrounds, or within 100feet of a playground.

I think it is a matter of people being respectful too. We have a dog and take him to the park. He has a leash when we get there. If no one else is there we let him run free for a while, but as soon as someone comes we put him back on the leash, unless they say otherwise.
