ANNUAL MEETING MINUTES FOR
THE RIDGE AT FOX RUN HOMEOWNERS ASSOCIATION
TUESDAY, SEPTEMBER 28 1999
CALL TO ORDER
President, Joseph Gassner, called the meeting to order at 5:38 P.M.
ESTABLISHMENT OF QUORUM
President Gassner asked Community Management representative, Dick Schinke if a quorum was present so that the meeting could proceed. There were 29 homeowners present, representatives of the developer, 2 of the semi-custom builders, in addition to proxies from individuals and builders for a total of 103 lots represented.
APPROVE MINUTES
A motion was made by Dawn Kruger to approve the waiving of the reading of the minutes by H.O.A. Secretary, Angela Riley from the last annual meeting of September 24, 1998. The motion was seconded and carried.
INTRODUCTION OF OFFICIAL ATTENDEES AND SPECIAL GUESTS
Mr. Gassner thanked everyone for coming and introduced member of the Board, Don Smith and
Angela Riley. Special guests County Commissioner Duncan Bremer, Conner Shepherd of
B.R.R.T.A., Ken Rowberg head of El Paso County planning, Kim Braun representing the State
Forest Service, George Hess from Vantage Homes and Liana Winans representing Ashcroft
Homes. Representatives of our new management company, Community Management, Dick and
Donna Schinke were also introduced.
MANAGER'S REPORT
President Gassner explained the Board's decision to replace the former Hammersmith
Management with Community Management. One of the reasons for the change was the fact that Community Management is a local Colorado Springs company while the former company was headquartered in Denver. Dick Schinke gave a brief outline of both his and Donna's experience. Dick comes to us with 22 years in homeowner association management and Donna has been managing single family, condominium and townhome associations for 20 years.
PRELIN41NARY TREASURER'S REPORT
Angela Riley presented a copy of the most recent financial statements provided by Hammersmith Management. Mr. Gassner explained that Community Management would be reviewing the information provided by the former management company for accuracy as that was one of our concerns in changing companies. Community Management acknowledged that an annual audit would also be conducted at year's end.
OFFICIAL GUESTS
President Gassner announced that we would be going out of agenda order in order to accommodate our special guests.
BAPTIST ROAD UPDATE
County Commissioner Duncan Bremer explained plans for road improvements to Baptist Road including plans to widen the road in places to 6 lanes and 4 lanes in other parts. He explained the reason for the creation of the Baptist Road Rural Transportation Authority (B.R R.T.A.) and the ability of the Authority to raise money for improvements through the use of a sales and use tax in the amount of .04%. Mr. Bremer stressed the need for the funding through the sales tax and the fact that the cost would be shared not only by residents of the area but also anyone who shops in the area. Mr. Bremer introduced Conner Shepherd a representative of the Authority to explain the need for the improvements and tax and to answer a variety of homeowners questions dealing with the tax and the effects of future commercial development of the area. A vote on the sales tax is scheduled for the November ballot. Mr. Bremer explained the voting district boundaries. In relation to The Ridge at Fox Run, the north side of the project is included in the voting district while the south side is not. Mr. Bremer explained that this had to do with the timing of development of the 2 sides of the project.
PINE BEETLE
State Forester representative Kim Braun gave a brief overview of the Pine Beetle problem. She explained the pine beetle cycle, how to identify an infected tree, and what to do if you have a pine beetle tree. She answered homeowner questions and left State Forester materials and information. Mr. Gassner explained that it is a homeowners responsibility to identify infected trees and that the H. O. A. does have the power to remove an infected tree from a lot where a homeowners neglects to. Should that be necessary the homeowner is responsible for the cost.
COMMUNITY UPDATE & COMMUNITY DIRECTORY
Angela Riley gave the assembly an update on the status of build out of the community. Out of 142 lots in Filing 1, 1 19 homes are occupied, I I are under construction and 12 lots are vacant. In Filing 2, of the 102 lots, 19 are occupied, 47 are under construction and 36 are vacant. Of the entire development of 244 lots, 196 are occupied or under construction. The development is over 80% built or under construction, and over 90% sold out.
Angela also asked for everyone's cooperation in our efforts to re-publish the Community Directory. The first copy of the Community Directory was published after the project was about one year old. We need everyone's cooperation to re-publish the book, however response to the community profile sheets that were included in our last Newsletter was poor. The ultimate success of the book requires everyone's cooperation. If you have not returned your community profile sheet please do so. if you do not have a copy and would like to see the former directory a copy is available at the sales office.
TRAILS & LANDSCAPE
Mr. Gassner introduced Rock Spencer who has been responsible for installing the trail system throughout the development. Rock indicated he had been working with individual homeowners in re-installing the traits that were obliterated during home construction. The work on the trails is on going. Rock answered questions from the assembly. Mr. Gassner stated that it is still the plan to re-install the trail throughout the project as originally planned. Rock is willing to work with homeowners who have already installed landscaping in re-installing the trails.
The cul-d-sac tree-islands were also discussed and mention was made of the idea proposed following last year's annual meeting by the trails and landscaping committee that homeowners on a given cul-de-sac could plant or maintain the islands as they saw fit. Organizing this can be done by the committee. In the absence of this our management company can have our landscaping maintenance company periodically weed them.
BOARD MEMBER ADDITIONS & NEED FOR VOLUNTEERS
President Gassner informed the assembly of his intentions to add 2 new members to the Board of Directors. He called for those wishing to be considered to register at the end of the meeting. A special Board of Directors meeting will be set up to consider the applicants in approximately 4 to 6 weeks. Mr. Gassner also stressed the need for volunteers to serve on the current committees. Mr. Gassner made a special point of commending homeowner Dawn Kruger as an example of admirable community involvement in organizing the summer annual community picnic. In answer to a homeowner question, based on the current level of lots sold, Mr. Gassner said his intentions were to turn the H. 0. A. over to the homeowners within either the next year or at the very latest the following year. He stressed the need for homeowners to become involved since the association will eventually be turned over to residents.
HOMEOWNER QUESTIONS
A short time was devoted to homeowner questions for either the Board or representatives of the semi-custom builders. Mr. Gassner closed the meeting after stating that the unapproved minutes would be mailed to all homeowners within approximately weeks of the meeting. The meeting was adjourned at 7:18 p.m.
