CALL TO ORDER
Mr. Radig called the meeting to order at 6:05 p.m.
HOMEOWNER FORUM
There were 5 homeowners present. One homeowner asked if there was any more news about development on the property located at 81st and Hatcher. Mr. Radig explained that RRHOA did not have any updates. A second homeowner asked if RRHOA owned the wash located between two houses on 82nd that accessed the park. Mr. Breinig stated that the wash was deeded to the City of Peoria with the park.
REVIEW AND APPROVE MINUTES
Minutes of the September 28, 2005 meeting were reviewed. MOTION for approval by Ms. Steele; second Ms. Thomas. Minutes were APPROVED.
REVIEW AND APPROVE FINANCIALS
The financial records for September 2005 were reviewed. Ms. Steele questioned the reimbursement to a homeowner for $81. The RRHOA policy is that all refunds are to be approved by the Board before paying out. Mr. Breinig will reinforce this policy with CPMC. MOTION for approval by Ms. Thomas; second Mr. Marks. Financials were APPROVED.
OFFICER REPORTS
Mr. Marks reported that although Carescape suggested that new gravel be put down in several areas in RR common areas, he did not feel this was needed at this time. New gravel will probably have to be put down next year. Mr. Marks also reported there was graffiti on the walls that border 79th Ave. There was a discussion as to what was the best way to handle the graffiti problem. No action was taken at this time.
OLD BUSINESS
Mr. Breinig has spoken with the property manager for Pine Crest to the north of Hatcher about placing barriers at the west end of Hatcher. Because Pine Crest is still under construction, the Pine Crest property manager will have to get approval from KB.
Ms. Steele reported that the November 16 meeting would be held at the Peoria Library at 6:00pm. The December 21 meeting would also be at the library. It was also noted that the November and December meetings would be held on the third Wednesday of the month because of the holidays.
NEW BUSINESS
Discussion was held on the 2006 budget. It was decided that there will no fee increase in 2006. The quarterly fees will remain at $81. It was decided that because RRHOA does not have any lighting at the entrance or other common areas that the line item for Landscaping Electrical will be eliminated. RRHOA paid over $10,000 to have crown thinning on all the trees in the common areas. It was decided that crown thinning should be added to the reserve and the trees thinned on a more regular basis. The compliance fund will be increased in 2006. The Board would also like to have the RDA study looked at again to ensure that RRHOA will have an adequate contingency fund. The prize fund will be kept for another year. Mr. Breinig will redo the budget with the above concerns. The budget will be voted on at the November meeting.
The Prize Drawing was held. Lots 18, 201, and 42 were chosen. None of these homeowners were present. The prize will be $275 in November.
